ABOUT THE POSITION
The Senior Program Coordinator, assigned to the Homelessness and Coordinated Care Division within the Health and Human Services Department (HHS), plays a critical leadership role in planning, coordinating, and evaluating complex programs that serve individuals, Transitional Age Youth (TAY), and families experiencing homelessness. Operating with minimal supervision, this position manages multiple program areas and collaborates closely with County departments, community-based organizations, and partner agencies to strengthen service delivery, expand resources, and respond effectively to the diverse and evolving needs of the community.
Key Responsibilities:- Develop and implement program work plans that align with division goals and funding requirements.
- Manage and oversee contracts and service providers, ensuring accountability, performance, and compliance with policies and funding regulations.
- Monitor program expenditures and provide recommendations to support fiscal responsibility.
- Conduct program evaluations to measure outcomes, identify systemic gaps, and propose improvements to services.
- Build and maintain collaborative partnerships across County departments, community-based organizations, and external stakeholders to advance coordinated care.
The Division of Homelessness and Coordinated Care within the Department of Health and Human Services is seeking two (2) Senior Program Coordinators. Each position will do similar duties/functions but will focus on different areas of the Homelessness work.
HYBRID SCHEDULE
The Department of Health & Human Services has embraced a hybrid work schedule that considers that some duties of this position may be performed remotely. However, the successful candidate must be able to report to County facilities for meetings, work assignments, and/or disaster service work upon short notice, as needed and deemed appropriate. During the initial probationary period, the successful candidate may be required to work primarily onsite before establishing a hybrid work schedule.

The highly qualified candidate is a seasoned program professional with extensive experience in homelessness response, program administration, and cross-agency collaboration. They bring strong leadership, organizational, and analytical skills, with a proven ability to manage contracts, budgets, and multiple priorities in a fast-paced environment.
The successful individual thrives with minimal supervision and excels at building effective partnerships with diverse community stakeholders and service providers. They demonstrate resilience, cultural humility, and sound judgment when navigating complex challenges, while maintaining a steadfast commitment to equity and advancing meaningful outcomes for the community.
QUALIFICATIONS
Knowledge of:- Principles and practices of administering and evaluating programs.
- Policies and procedures related to assigned program.
- Needs of clients served by a public agency program.
- Data collection, data analysis, and application to management information system design and implementation.
- Community resources for the provision of social services, education and related services.
- Contract development and monitoring.
- Budget, utilization projections and cost analysis.
- Work with individuals, groups, and communities to promote program objectives.
- Develop procedures and protocols necessary to implement project designs and administer data gathering instruments.
- Establish and maintain effective working relationships with program participants, co-workers, community organizations, private agencies and other public agencies.
- Manage competing demands.
- Interpret, explain, and apply rules and regulations.
- Prepare clear and concise written and oral reports.
- Coordinate, facilitate, and conduct public meetings.
- Communicate effectively.
MINIMUM QUALIFICATIONS
Equivalent to graduation from an accredited college with a bachelor's degree in a field closely related to the assigned program(s) and three years of experience providing community, educational or related services, which one year includes responsibility for program administration, planning, monitoring and evaluation. Additional related experience may substitute for the education on a year for year basis.
A graduate degree in a field closely related to the assigned program(s) is highly desirable.

Employment with the County requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.
