* Subject to change DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS Inspects, oversees and performs comprehensive technical investigative work relative to the TCEQ MSGP TXR-050000.This includes the review of existing permits and the detection, analysis and elimination or control of environmental pollutants and contaminants. Performs routine chemical and stormwater analysis. Also, oversees spill remediations in the City Right of Way.
RESPONSIBILITIES: •Performs daily technical inspections and investigative work leading teams of Environmental Investigator I's and II's, including work assignments and schedules.
•Performs detailed sampling and monitoring work; leads sampling teams with sample collection, inspections and investigations.
•Reviews field enforcement activity, including investigation, surveys and sampling reports for adherence to established standards; documents and records actions taken.
•Performs comprehensive inspections, e.g.; TCEQ Permit implementation plan inspections, benchmark monitoring, and annual or overview inspections.
•May issue citations and violation notices and may testify as an expert witness during court proceedings.
•Monitors compliance of the TCEQ MSGP for wastewater treatment plants; prepares laboratory standards and performs other field sample analysis.
•Performs routine and non-routine analysis of dry and wet weather stormwater samples.
•Participates in the development and implementation of basic applied research projects and writes technical reports of the results.
•Troubleshoots and makes minor repairs to instruments.
WORKING CONDITIONS The position routinely requires lifting of moderately heavy items (up to 40 pounds) and occasionally requires long periods of walking on rough surfaces. There are occasional exposures to significant levels of heat, cold, moisture, air pollution, and raw sewage. This position may involve infrequent exposure to chemical substances and physical trauma of a minor nature such as cuts, bruises, and minor burns.
This is a Department of Public Works & Engineering Emergency Management position at the Tier II Level. MINIMUM REQUIREMENTS MINIMUM EDUCATIONAL REQUIREMENTS Requires a Bachelor's degree in Chemistry, Biology, Environmental Health Engineering or a closely related degree.
MINIMUM EXPERIENCE REQUIREMENTS Two (2) year of pollution/environmental control experience is required.
