    POSITION OVERVIEW

    Workdays & Hours : Mon - Fri, 7:30a.m.- 4:30 p.m. *

    DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS
    Performs inspections of public infrastructures for various civil construction projects (i.e., Collection System Construction) to ensure conformance to project specifications and contract documents. Responsibilities include:
    • Conducts on-site inspections and enforcement of work being performed by contractors in compliance with
      the related contract plan and specifications and the City of Houston codes and ordinances.
    • Coordinates and conducts various types of measurements, inspections, and reviews to assure conformance with technical specifications.
    • Input work progress into CMS on a daily/weekly basis. Submit hard copies of photos and daily activity reports to the Senior Project Manager on a weekly basis. Download all photos, daily reports, and spreadsheets to assigned network folder.
    • Prepare daily construction reports. Submits computer generated work reports on a daily and weekly basis, obtaining all vendor and management signatures prior to submission.
    • Makes appropriate payments with required comments for completed and approved work.
    • Final inspection of all work orders and completion of project file. Field inspects all completed work and verifies all restoration. Complete and submit a punch list for all assigned work orders. Verifies and ensures that all pay items are reconciled.
    • Reviews drawings and specifications for a variety of municipal projects.
    • Meets with general public, contractors, technical professionals and businesses to respond to inquiries and technical problems. Handles citizens’ complaints and other job-related issues.

    WORKING CONDITIONS
    Requires the ability to communicate effectively both orally and in writing to deal tactfully with clients, contractors, and the public. This position routinely requires lifting of moderately heavy items, such as manhole covers, a roll of construction drawings or record boxes (up to 50 pounds) and/or very long periods of walking on rough surfaces on a routine basis. There are routine exposures to moderate heat, cold moisture/wetness, and unpleasant air
    conditions.

    This is a Houston Public Works Emergency Management position at the Tier III Level.

    MINIMUM REQUIREMENTS

    EDUCATIONAL REQUIREMENTS
    Requires a high school diploma or a GED certificate.

    EXPERIENCE REQUIREMENTS
    Four (4) years of skilled experience related to construction are required.

    Substitution: A Bachelor’s degree in Construction Management or a related field may substitute for up to four years of the experience requirement. Vocational training and education may be substituted on a yearfor-year basis for up to four years of the experience requirement.

    LICENSE REQUIREMENTS
    Requires a valid Texas driver's license and compliance with the City of Houston's policy on driving.

    PREFERENCES

    Preference will be given to candidates that have been certified to be a Public Infrastructure Inspector (CPII) from the American Public Works Association or possess certificates demonstrating a proficiency in the following:

    Considerable knowledge of the section or sections of the technical specifications related to safety, and Collection System Construction; knowledge of construction materials, procedures, quality control, and the ability to interpret construction plans. Preference will be given to candidates with solid removal background.

    **Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.**

    Factors used in determining the salary offered include the candidate's qualifications as well as the pay rates of other employees in this classification.
