POSITION INFORMATION
Placer County is seeking to fill a permanent, full-time position for Senior Management Analyst in the County Executive Office (CEO). The position will be located in Auburn and will and may offer a flexible work schedule.
CEO supports and implements Board policies and priorities, provides organizational direction and leadership to county-wide services, coordinates strategic and regional planning efforts, and fosters efficient and effective management of the County workforce and activities. This position is responsible for managing a team of Analysts and providing oversight in support of the County Budget and the long-term financial planning process. The ideal candidate will have experience in supervising fiscal and accounting functions, and they will be skilled at meeting competing demands, with a proven ability to provide innovative solutions.

DEFINITION
To act as a lead in the performance of administrative/analytical functions related to the preparation, review, and analysis of budgets, organizational systems, and policy and procedure studies in support of assigned departments; to serve as a subject matter expert in specific areas of government operations; to plan, direct, and oversee projects and programs with others as a positive and effective member of the team.
DISTINGUISHING CHARACTERISTICS
The Management Analyst job series represents professional positions responsible for establishing, maintaining, and monitoring a variety of administrative policies, budgets, fiscal processes, and organizational and legislative issues on a County-wide basis, as well as serving as a liaison to departments and providing support to departments as a representative of the County Executive Office. While typically allocated to the County Executive Office, positions with oversight for a major Countywide programs(s), including budget and contract administration, policy development and implementation, and the management and coordination of work assigned to multiple departments on behalf of the County Executive, many also be allocated at the department level with CEO approval.
This is the advanced journey and first-line supervisory level class within the Management Analyst series. Incumbents perform the more difficult and responsible types of duties assigned to classes within this series and also serve as a lead and supervisor to Management Analyst I/II, technical, and clerical staff as assigned. This class is distinguished from subordinate classes within the series by the supervision exercised, greater level of responsibility assumed, complexity of duties, including sensitive fiscal and policy issues or projects, assignment of multiple fiscally complex budgets, independence of action taken, and by the nature, impact, and scope of the public contact. Positions may be assigned direct management over designated programs, contracts, budgets, or projects and may provide technical advice to others in the completion of assignments. Employees at this level are required to be fully trained in all policies, procedures, and operations related to assigned areas of responsibility.
This class is distinguished from the Principal Management Analyst in that the latter manages programs which have Countywide impact and may be high profile or of a politically sensitive nature that often require working with complicated logistics of interdepartmental and/or interagency cooperation. Incumbents perform the most difficult analytical duties with considerable latitude to exercise independent judgement and decision making. Incumbents serve as a primary representative of the County Executive Officer and are technical experts in the development of budgets and interpretation of guidelines for a major functional area or Countywide programs.
This series is distinguished from the Administrative and Fiscal Officer series in that the latter is primarily responsible for managing the budget and administration process for an assigned department/division, whereas classifications in the Management Analyst series review, coordinate, and manage these processes across multiple departments in support of the Countywide budget or a Countywide program.
SUPERVISION RECEIVED AND EXERCISED
Receives general supervision from a Principal Management Analyst, Deputy County Executive Officer, or their designee.
Exercises direct supervision over professional, technical and clerical staff.

Equivalent to a bachelor’s degree from an accredited college or university with major course work in business or public administration, political science, finance, economics, or a related field.
Required License or Certificate:
NOTE: Relevant, equivalent experience (performing the same or similar job requiring similar knowledge, skills, and abilities) may be substituted for the required education as determined by the Human Resources Department.

Based upon responses to the supplemental questionnaire, the applicant’s education, training, and experience will be evaluated using a pre-determined formula. Scores from this evaluation will determine applicant ranking and placement on the eligible list.

Length of Probation:
All permanent appointments to this classification shall serve a probationary period of twelve (12) calendar months or two thousand eighty (2,080) hours, whichever is more.
