Responsibilities
Kansas City Health Department's HIV Services Program is seeking an individual for the open Public Health Specialist IV-Quality and Data Manager position. The Quality and Data Manager for KCHD's HIV Services Division will oversee all quality improvement and quality management operations as well as coordinate all major data requests and reporting related to Ryan White, HOPWA, HIV Prevention, Ending the HIV Epidemic, Shelter + Care and other HIV service-related grants. The position is critical to meet all HIV Prevention and Care grant reporting requirements and ensure programs managed by the division are effective, efficient, and equitable. Position will provide oversight and guidance to designated subrecipient staff assigned to quality improvement activities.
Quality Management Duties:
- Establishes and monitors performance measurement for all applicable services and programs within the HIV Services Division.
- Monitors subrecipient quality management reporting.
- Handles provision of quality improvement trainings and technical assistance to KCHD, HIV Services, and subrecipient staff.
- Develops measuring tools for conducting quality assurance reviews.
- Implements and overseesf quality improvement interventions.
- Serves on state and local advisory groups, including participation with The KC-TGA Integrated Prevention and Care Planning Council and the Assessment and Comprehensive Plan subcommittee.
Data Reporting Duties:
- Handles provision and coordination of data required for grant submissions.
- Coordinates data sharing and aggregation with local and state surveillance offices as needed for grant progress reports and clinical quality management.
- Evaluates systems to streamline and make reporting and data collection more efficient.
- Handles provision of year end reporting of service utilization and performance measures.
- Identifies health disparities related to client health outcomes.
Qualifications
REQUIRES an accredited Master's degree in Public Health and two (2) years of experience in private, public, or community healthcare, community sanitation, health inspections, health education, data analysis, or related healthcare fields; OR an accredited Bachelor's degree and four (4) years of experience in private, public, or community healthcare, community sanitation, health inspections, health education, data analysis, or related healthcare fields; OR an accredited Associate's degree and six (6) years of experience in private, public, or community healthcare, community sanitation, health inspections, health education, data analysis, or related healthcare fields; OR a High School Diploma and eight (8) years of experience in private, public, or community healthcare, community sanitation, health inspections, health education, data analysis, or related healthcare fields. Must possess a valid state-issued driver's license in accordance with City of KCMO policies. If moving from a non-safety-sensitive position, must pass a pre-employment drug screen and post-offer physical examination as prescribed by the City.
