    The Position

    OPEN EXAMINATION - ONE YEAR PROBATIONARY PERIOD

    Under general direction, this mid-management position analyzes, implements, and researches programs related to the City's budget.

    Essential functions of the job include, but are not limited to, the following:

    Ensures Department services are provided with exceptional customer service and the highest level of ethical standards.

    Provides technical assistance to Departments in the formulation of budgets. Monitors budgets for various City Departments. Acts as budget liaison and the primary contact for departments on budget and accounting related matters.

    Performs budget projections and variance analysis with actual versus budget data. Conducts fiscal analyses, and reviews and assists in preparing the annual adopted budget, the City's Capital Improvement Project (CIP) budget, and other related documents. Complies with the Government Finance Officers Association and other Association requirements as deemed necessary for document submission.

    Analyzes changing services and impacts upon fees and charges.

    Assists with the development, review, and analysis of budgeted revenue estimates and fund sheets for the preliminary and final budgets.

    Participates in the review and analyses of departmental budget estimates; participates in the development of preliminary and final City budget.

    Performs revenue analyses and research. Researches, reviews, analyzes, and follows-up on legislation related to revenues, expenditures, and general governmental financing.

    Prepares a wide variety of financial analyses, forecasts, and reports utilizing Excel, Word, PowerPoint, PeopleSoft, and other computer software programs.

    Instructs other personnel and members of the public in the various elements of the City's Budget and other aspects of the City's fiscal policies and procedures.

    Assists in special projects such as policy development, budget preparation, and the development and/or revision of financial procedures and systems.

    Researches, investigates and analyzes departmental and interdepartmental operations and administrative problems, including fiscal/budgetary issues, organization structures, functions, record procedures involving forms, documents and payrolls, work output and workload, expense control, layout and equipment.

    Assists in presenting budget information, departmental budget estimates, and capital improvement budgets to the City Council.

    Assumes responsibility for ensuring the duties of this position are performed in a safe, efficient manner.

    Analyzes and prepares costing estimates to help resolve labor negotiations issues.

    Coordinates and assists in the development of the city-wide cost allocation plan and other rate studies as needed.

    Participates in the development of schedules, formats, and procedures for the annual adopted budget.

    May supervise subordinate employees. May review and evaluate employees' job performance, and effectively recommend personnel action.

    May drive on City business as necessary.

    Assumes responsibility for ensuring the duties of this position are performed in a safe, efficient manner.

    Performs other related duties as assigned or as the situation requires.

    Minimum Requirements

    Experience
    One year experience as a Budget Associate with the City of Glendale or two years of increasingly responsible, professional budget experience.

    Experience in a municipal or other government agency is highly desirable.

    Education/Training
    Bachelor's Degree in Accounting, Finance, Public Administration, Business Administration or a related field.

    License(s)/Certification(s)
    Valid Class C California driver's license.
    Certified Public Finance Officer (CPFO) certificate from the Government Finance Officers Association is highly desirable. This is an equivalent to one year of experience.

    Knowledge, Skills & Abilities

    Knowledge of:

    Budgetary processes and procedures.

    English usage, spelling, grammar and punctuation.

    Governmental accounting principles.

    Principles of government financing and budgetary analysis.
    Administrative report and presentation development.

    Principles and practices of administrative research and statistical analysis

    Knowledge of and skill in:

    Use of computer applications such as Excel, Word, PowerPoint, Microsoft Outlook. PeopleSoft experience is highly desirable.

    Skill in:

    Making independent judgments and decisions based on standard policy or procedure and recommending new policies and procedures as needed.

    Organizing and prioritizing assignments.

    Ability to:

    Provide exceptional customer service to all employees and vendors.

    Accept constructive criticism.
    Assist in the development of multi-year forecasts and other budget tools that facilitate the annual budget process.
    Communicate clearly and concisely, both orally and in writing.

    Develop necessary skills from on-the-job training and meet the standards of performance for the classification by the end of the probationary period.

    Effectively and positively represent the City of Glendale to members of the public.

    Effectively review and evaluate employees' job performance.

    Perform complex fiscal analysis, analyze budgeting and finance related issues, identify problems and alternative solutions, develop recommendations, project consequences of proposed actions and implement recommendations.

    Selection Process

    EVALUATION OF APPLICATION: All applications, resumes and submitted reference materials will be reviewed and evaluated and only the best-qualified candidates based on applicable experience will be invited to the selection process. WRITTEN EXAM: (Weight pass/fail) To evaluate the applicant’s ability to be successful in this position. The exam will be relevant to the duties of this position. A pproximately the top 12 scoring candidates who achieve a minimum passing score of 70.00% on the written exam will be invited to the further stages of the examination process.

    ORAL INTERVIEW: (Weight of 100%) To evaluate the applicant's experience, education, and general background for the position.

    Candidates must pass each exam component with a minimum score of 70.00% in order to be placed on the eligible list.

    TIME AND PLACE OF THE EXAMINATION WILL BE ANNOUNCED. Evaluations will be based on the candidate's education and experience relevant to the position. Examinations will assess evaluate the candidate's education, experience, knowledge and skills related to the job. The City of Glendale reserves the right to modify the examination components or their weighting. If changes are necessary, candidates will be informed of the specific examination components and their weight before the examination is administered. The selected candidate will undergo a background check, including Livescan fingerprinting.
