    POSITION OVERVIEW

    DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS

    Performs varied professional and administrative support functions to the development and implementation of policies and procedures for the Procurement Services Team within Procurement, Fleet and Warehousing Services. The position will perform duties in establishment and maintenance of records; prepares, research, and analyze data; prepares simple reports.

    RESPONSIBILITIES:

    • Researches, analyzes, and monitors procurement and contract-related financial activity (e.g., Service Release Orders (SROs), p-card spend, and service contract usage) to ensure compliance with City policies and available funding.
    • Assists in developing, preparing, and evaluating financial and management reports for the Procurement Services Team, including tracking encumbrances, expenditures, and spending trends.
    • Coordinates and monitors Service Release Orders (SROs) associated with department service contracts, verifying accuracy of information and alignment with approved budgets.
    • Creates and reviews purchase requisitions for service contract items to confirm proper funding, coding, and documentation prior to workflow approval.
    • Analyzes HPW p-card transactions to identify potential issues, ensure cardholder compliance with established policies and procedures, and recommend corrective actions as needed.
    • Serves as point of contact (POC) for Public Information / TPIA requests for Procurement, Fleet and Warehousing (PFW), researching and compiling data and records to support accurate and timely responses.
    • Prepares, maintains, and updates records, spreadsheets, and standard operating procedures (SOPs) related to procurement and financial processes; may assist with user training on related systems and procedures.
    • Collaborates and communicates with HPW Service Lines to provide general information, customer assistance, and guidance regarding procurement, contracts, and p-card requirements.
    • Performs other duties and special projects as requested.


    WORKING CONDITIONS

    The position is physically comfortable; the individual has discretion about walking, standing etc.

    This is a Houston Public Works position at the Tier II Level.

    MINIMUM REQUIREMENTS

    EDUCATIONAL REQUIREMENTS
    Requires a Bachelor's degree in Public Administration, Business Administration, Finance or a field directly related to the job.
    EXPERIENCE REQUIREMENTS
    Two years of professional experience in accounting, budget analysis, finance, public administration or a field directly related to the job are required.

    Substitutions: Four years of pertinent professional or para-professional experience may substitute for the education requirement. An Associate’s degree in Public Administration, Business Administration, Finance or a closely related field and two years of pertinent professional or para-professional experience may substitute for the education requirement. A Master’s degree in a field directly related to the job may substitute for two years of the above experience requirement.

    LICENSE REQUIREMENTS
    None.

    PREFERENCES

    Preference will be given to individuals with experience in purchase order processing and invoice payment procedures. This position requires knowledge of SAP, MS Excel and DocuSign (e-signature platforms). Proactive research skills, use of analytical judgment, attention to detail, the ability to work effectively with all levels of management as well as verbal and written communication skills are essential.
