    POSITION PROFILE

    The Planner II position is a support role within the Subdivision Plat Review team and is expected to review development applications for compliance with various City ordinances including Chapter 42 of the City’s Code of Ordinances. Planner II provides coaching to Development Services Division junior personnel, collaborates with other departments and external agencies as well as processes development proposals handled by the division. Duties include, but are not limited to, carrying out technical reviews of plats, research, analysis and reporting relative to City ordinances and other planning programs such as MTFP (Major Thoroughfare Freeway Plan) amendment process.

    The ideal candidate can communicate complex ideas and department goals to neighborhood organizations, civic clubs, council member’s office and other stakeholders. He/She is expected to exercise greater independence and judgment, receiving only general guidance from supervisors or managers.

    GENERAL RESPONSIBILITIES:

    • Presents or assists in presenting detailed reports, variances etc. to government bodies.
    • Assists in the development of planning studies in support of new or updated plans, Planning programs, or regulations.
    • Writes, or assists in writing formal and technical reports, planning documents, and correspondences.
    • Reviews development proposals of moderate complexity for compliance with applicable regulations by analyzing and interpreting site plans, title reports, surveys and prepares recommendations.
    • Provides technical assistance and recommendations in the administration of specific planning programs, regulations, or ordinances.
    • Conducts research and compiles information on a variety of planning issues from multiple sources to formulate policy recommendations .
    • Prepares maps and other graphical representations of data of varying complexity.
    • Works closely with the public on planning programs, requirements, or ordinances.


    ADDITIONAL RESPONSIBILITIES:

    • Assists in consulting with government agencies, stakeholders, community groups and appointed officials in the development and implementation of regulations, planning documents, or programs.
    • Assists management with resolving complex projects.
    • Any additional responsibilities as assigned.


    JOB SPECIFIC SKILLS:

    • Advanced knowledge of planning principles, practices, and policies; as well as in-depth knowledge within one or more urban planning disciplines.
    • Analytical & critical thinking - research, evaluate, and make data-driven decisions.
    • Communication & interpersonal skills - strong verbal, written and public speaking skills; active listening, negotiation and building consensus among diverse groups.
    • Project management - managing timeline, budget, resources for ensuring project success; setting (SMART) goals and prioritizing work.
    • Proficiency in Microsoft Office.
    • Proficiency in GIS and/or AutoCAD.


    MINIMUM REQUIREMENTS

    EDUCATIONAL REQUIREMENTS:
    Requires demonstrated knowledge of principles and practices of planning, as well as in-depth knowledge within one or more planning specialties. Knowledge of this level is typically obtained through experience and a Bachelor's degree in Urban Planning, Architecture, Civil Engineering, Geography, Public Policy or an equivalent in-depth specialized training program that is directly related to the type of work being performed.

    EXPERIENCE REQUIREMENTS :
    Four years of progressively responsible planning experience required.

    A Master's degree in Urban Planning, Architecture, Civil Engineering, Geography, Public Policy or closely related field may be substituted for two years of experience.

    PREFERENCES

    Preference will be given to individuals who have:
    • Demonstrated in-depth knowledge of planning principles and practices - specifically subdivision plat and development site plan review, Recordation review.
    • Demonstrated success with project management.
    • Intermediate and above proficiency in Microsoft Office.
    • Proficiency in GIS and/or AutoCAD.
    • Bachelor's or Master's degree in Urban Planning, Architecture.


    **Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6. **

    SALARY INFORMATION:

    Factors used in determining the salary offered include the candidate’s qualifications as well as the pay rates of other employees in this classification.
