    Senior Assistant Registrar

    Voter Registration and Elections

    12 Months, Full-Time

    Non-exempt, Pay Grade 30

    VRS-Eligible, Benefits-Eligible

    Job Summary/Objective:

    The Senior Assistant Registrar serves as the principal operational support to the Deputy Registrar and assists the General Registrar in administering voter registration and election processes for Albemarle County. This position performs advanced technical, clerical, and supervisory work to ensure the accurate registration of eligible voters and the lawful, impartial, and efficient conduct of elections in strict compliance with the Code of Virginia (Title 24.2), applicable federal election laws, and guidance issued by the Virginia Department of Elections.

    Work is performed with a high degree of independence within established legal and procedural frameworks and requires sound judgment, discretion, and absolute political neutrality.

    Supervisory Responsibilities:

    • Helps supervise Assistant Registrars


    Essential Functions:

    • Examines voter registration applications to determine eligibility for registration and accurate records;
    • Reviews and processes early voting applications, and issues early voting ballots in person and by mail to eligible voters;
    • Assists in all early voting and elections day advance activities and preparation;
    • Audits and maintains candidate Campaign Finance documents and notifies Registrar and Electoral Board of deficiencies;
    • Interacts with staff from other Virginia localities regarding voter issues;
    • Assists in training several hundred precinct election officers in advance of elections;
    • Builds on knowledge of federal and state voter registration election laws and Department of Elections regulations, by attending regular, periodic election official training programs of the Virginia Department of Elections and the Voter Registrars Association of Virginia; attains certification, through periodic additional training, as a Virginian Registered Election Official;
    • Oversee maintenance of departmental website;
    • Acts for the Deputy and General Registrar in their absence;
    • Performs other duties, as assigned by Registrar.
    • Attend required training programs and maintain certification as a Virginia Registered Election Official (VREO) through the Voter Registrars Association of Virginia and the Virginia Department of Elections.
    • Perform other related duties as assigned by the General Registrar.


    Competency: Knowledge/ Skills/Abilities:

    • Thorough knowledge of office administration, records management, and election operations.
    • Working knowledge of Virginia and federal voter registration and election laws, or the ability to rapidly acquire such knowledge.
    • Ability to interpret and apply statutes, regulations, and procedural guidance with accuracy and consistency.
    • Strong written and verbal communication skills, including the ability to convey complex information clearly to the public.
    • Demonstrated supervisory, project coordination, and organizational skills.
    • Proficiency with standard office software, databases, and election management systems.
    • Ability to maintain professionalism, neutrality, and composure in politically sensitive environments.


    Minimum Qualifications:

    • Two (2) or more years of experience as an Assistant Registrar or equivalent election administration experience.
    • Must meet the statutory qualifications to be appointed as an Assistant Registrar under the Code of Virginia.
    • Must be eligible to become a Notary Public in the Commonwealth of Virginia.
    • Valid driver’s license and ability to meet the County’s safe driver requirements.


    Preferred Qualifications/Certifications:

    • Experience in project management, public administration, or business administration.
    • Postsecondary coursework or degree-level education in a related field.


    Physical and Mental Requirements:

    • Must be a qualified voter in the Commonwealth of Virginia (24.2-112, Code of Virginia).
    • Assistant Registrars are appointed for a term not to exceed that of the appointing Registrar and serve at the discretion of the Registrar.
    • Assistant Registrars may not be paid or volunteer workers in the campaign of a candidate for nomination or election to an office filled by election in whole or in part by the qualified voters of his/her jurisdiction.
    • Assistant Registrars may not hold elective office and may not be the employee or deputy of an elected official.
    • Nature of contact is generally cooperative.
    • All work must be completed in a non-partisan fashion, incumbent must be able to tactfully handle partisan political statements made by officials, candidates, or the general public.
    • Work is generally performed in an office setting, with infrequent travel to other sites.
    • Requires frequent sitting or standing for extended periods with occasional moderate lifting.
    • Requires operation of a variety of standard office machines.
    • Frequent contact made with County staff, general public, candidates and elected officials.
    • Some evening and weekend work required. Overtime is required as workload dictates.


    Remote Work:

    This position is eligible for a hybrid remote work schedule that is in compliance with the County’s Remote Work Policy and meets the operational and service needs for the position. All County staff must maintain residence within the Commonwealth of Virginia.

    Salary Range:

    The hiring range for this position is $27.49 - $30.71 per hour (approx. $57,793 - $63,877 per year). Starting offer is based on applicable education beyond minimum requirements and internal equity. The position also provides excellent benefits including 12 paid holidays, paid vacation and sick leave, health insurance options with employer contribution, employer-paid life insurance, VRS retirement, and continuing education/training opportunities. This is a full time, FLSA non-exempt position. Internal candidates will receive pay adjustments in accordance with Local Government Personnel Policy, §P-60.
