DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONSThe City of Houston’s Housing and Community Development Department (HCD) seeks to create a city in which every resident has an affordable home in a community where they can thrive. To achieve this vision, HCD is seeking a
Staff Analyst to join its team. In this position, you will provide professional analytical, administrative and management systems services to the Division Manager responsible for performing loan servicing functions for Multifamily Family and Public Facilities.
Key Responsibilities- Performs commercial real estate analysis, audits, reconciliations, loan modifications, complex workouts, and other loan servicing functions interacting with internal and external staff, attorneys, borrowers and developers, to ensure compliance with repayment and compliance within HCD loan servicing portfolio
- Investigates and makes recommendations for addressing non-compliance with complex commercial loan documents, loan requirements, and local state and federal regulations.
- Acts as manager during the absence of the Division Manager over Multifamily Family and Public Facilities loan servicing functions. May attend and represent the Division Manager in meetings to gather and disseminated information.
- Completes special projects as assigned, working on a wide variety of financial, administrative, professional and management issues related to loan servicing functions.
- Reviews highly confidential banking and financial reports, audit report and tax returns.
- Participates in the evaluation and design: and make recommendations for solutions and modification regarding workflow process, and various departmental operating systems. Monitors for operating system errors and develop strategies for continued improvement.
- Interprets administrative policies, contracts, regulations and oversees communication with appropriate department personnel.
- Compiles data, produces information and interprets results with recommendations.
- Develops reports, special documents or publications as assigned.

This is a grant funded position subject to cancellation when funds are depleted and/or contract period ends. WORKING CONDITIONS There are no major sources of discomfort, i.e., essentially normal office environment with acceptable lighting, temperature and air conditions.
MINIMUM REQUIREMENTSMINIMUM EDUCATIONAL REQUIREMENTS Requires a Bachelor's degree in Business Administration, Public Administration or a field directly related to the type of work being performed.
Graduate degrees related to the type of work to be performed may substitute for the experience requirement on a year for year basis.
MINIMUM EXPERIENCE REQUIREMENTSThree years of professional administrative, financial or analytical experience related to the type of work being performed are required.
Substitutions:Professional experience related to the type of work to be performed may substitute for the education requirement on a year-for-year basis.
MINIMUM LICENSE REQUIREMENTSNone.
PREFERENCES- Prior loan servicing work experience managing multiple projects, priorities, completing deadlines and adapting to changing production requirements and schedules.
- Demonstrated analytical abilities with experience in collecting, analyzing, and presenting data to drive decisions.
- Prior work experience using Microsoft Office, OnBase and SharePoint.
- Strong experience in managing and reporting on loan portfolio
- High level of organizational, time management, and prioritizing skills
- Innovative problem-solving skills
