    JOB FUNCTION
    The Data Management Analyst II functions as a lead and is responsible for providing technical and analytical support of various department functions by maintaining, creating, and reporting on organizational performance and identifying areas for improvement. This position, develops, initiates, and maintains database programs, metrics, and other analysis to meet department requirements and help form business decisions. This position is responsible for data analytics in support of distribution & collections group operations. Planning of water/wastewater asset inspections and assessment for remediation management, supporting activities related to sewer overflow and water loss reduction. Provides guidance, coaching and training to Data Management Analysts.

    ESSENTIAL FUNCTIONS
    All Specialties:
    • Interprets data, analyzes results using statistical techniques and provides ongoing reports.
    • Develops and implements data collection systems and other strategies that optimize statistical efficiency and data quality.
    • Acquires data from primary and secondary data sources and maintains databases/data collection systems.
    • Identifies, analyzes, and interprets trends and patterns in complex data sets.
    • Filters and "cleans" data, and reviews reports and disseminates significant amounts of information with attention to detail and accuracy.
    • Works closely with management to prioritize business and information needs.
    • Locates and defines new process improvement opportunities.
    • Works in collaboration with various SAWS key stakeholders.
    • Supports various groups with the development, procurement, and maintenance of necessary contracts.
    • Leads, supports and monitors the computerized maintenance management system.
    • Generates management reports for developing business process measures.
    • May track and analyze costs for department projects.
    • Manages data and prepares information data for compliance reporting.
    • May assist in the preparation of department budget.
    • Supports and implements various program initiatives.
    Maintenance Planning/Compliance Specialty:
    • Conducts condition assessment, identifies, evaluates, ranks, and documents the condition of new and existing water/wastewater infrastructure. Tracks condition assessment and updates monitoring database.
    • Manages CCTV software upgrades and training.
    • Assigns work and ensures completion of EARZ inspections.
    • Tracks operations watch list for sewer assets in need of remediation, collaborates with construction and engineering teams.
    • Ensures work orders repairs are generated and/or recommends rehabilitation and/or infrastructure improvements works with engineering on alternative analysis required for these assets.
    • Ensures data validity and integrity of asset management, work order, inspection and SSO data by analyzing, reviewing, auditing, and consolidating raw data accumulated from various inter-departmental resources.
    • Responsible for ensuring all CCTV data/video is synced and maintained in CCTV repository.
    • Responds to Open Records Requests by researching and preparing data for reporting.
    • Collaborates and coordinates with team members and/or management to establish and optimize maintenance operations including the planning and scheduling of resources.
    • Provides coaching, training, and monitoring of data management analyst I as needed.
    • Participates in the development and enhancement of departmental process improvements and programs.
    • Tracks data and prepares reports to COSA and TCEQ.
    DECISION MAKING
    • Works under limited supervision.
    MINIMUM REQUIREMENTS
    • Associate’s Degree in Business Administration, Accounting, Computer Science, Mathematics, Information Management, Statistics or related field from an institution accredited by a recognized accrediting agency.
    • Five years' experience in wastewater collection systems, maintenance and repair, and/or maintenance planning and scheduling.
    • Valid Class "C" Texas Driver's License.
    PREFERRED QUALIFICATIONS
    • Bachelor’s Degree in Business Administration, Accounting, Computer Science, Mathematics, Information Management, Statistics or related field from an institution accredited by a
    • recognized accrediting agency.
    JOB DIMENSIONS
    • Knowledge of ArcMap, GIS, Hansen, Aries Pipetech Televising and Sewer Main Maintenance Research database.
    • Skilled in the use of word processing, spreadsheet, database, presentation, and computerized maintenance management system software.
    • Ability to communicate effectively, verbally and in writing with internal and external customers, contractors and governmental agencies.
    • Ability to establish and maintain effective working relationships and public relations.
    • Ability to provide recommendation for continuous improvement.
    • Ability to demonstrate understanding of analytical, organizational, listening, and decision-making skills.
    PHYSICAL DEMANDS AND WORKING CONDITIONS
    Working conditions are mainly in an office and field environment.
    May be required to work hours other than regular schedule and at various locations depending on area of assignment.
