The Information Technology Team at the City of Irvine is seeking an experienced and skilled Information Technology Specialist II - Applications to join their team. This role involves managing complex enterprise applications and integrations to ensure high availability, performance, and security. The ideal candidate will have expertise in application development tools and database technologies with knowledge of modern programming languages and web services.
Your Impact- Lead the design, development, testing, and deployment of complex enterprise applications and integrations, specializing in data management and systems integration.
- Maintain, troubleshoot, and enhance existing applications, ensuring high availability, performance, and security.
- Collaborate with business stakeholders and analysts to gather requirements and translate them into technical specifications for application development.
- Create and optimize reports, dashboards, and data models using business intelligence tools, including Microsoft Power BI, to support operational and analytical needs.
- Ensure application development adheres to coding standards, security best practices, and compliance requirements.
- Create and maintain detailed technical documentation for operation support.
- Participate in an on-call rotation and may involve evening and weekend support as needed for critical application issues.
- Keep abreast of latest industry trends and emerging technologies to ensure applications remain current and competitive.

Minimum Qualifications- Bachelor degree in Computer Science or closely related field and five (5) years of information technology experience, with one of those years acting in a lead or expert capacity performing a variety of progressively responsible technical or analytical tasks for computer systems or services in one or more functional area or a closely related or emerging information technology field or any combination of education and experience that provides equivalent knowledge, skills, and abilities.

- Ability to collaborate effectively with cross-functional teams.
- Strong experience with GitHub for source code management, pull requests, branching strategies, and integrating with CI/CD tools.
- Experience using application development tools such as Microsoft Visual Studio, Visual Studio Code, Postman, or Microsoft DevOps.
- In-depth knowledge of database technologies (e.g., SQL Server, Oracle) and experience writing complex queries, stored procedures, and optimizing database performance.
- Strong proficiency in developing and consuming reports and data models using business intelligence platforms, such as Microsoft Power BI.
- Strong understanding of Microsoft Azure Synapse Analytics for data warehousing, ETL/ELT, and big data processing.
- Proficiency in at least one modern programming language (e.g., C#, Java, Python) and experience with web services (REST, SOAP).
- Experience with Workday Financial or HR modules, including report writing and integration, is highly preferred.
- Excellent verbal and written communication skills for presenting technical information, documenting solutions, and training users.
