Full-time position available with the Public Works Department, Operations Division, located at 414 E. 12th St.
Salary Range: $27.25-$40.88/hour
Normal Work Days/Hours: Monday-Friday 8:00 a.m.- 5:00 p.m.

Responsibilities
- Provide technical support in engineering and infrastructure planning, emphasizing maintenance of City-owned transit assets.
- Facilitate track access permitting and support safety and reliability of the Kansas City Streetcar system.
- Assist the Multimodal Division in administrative oversight and field-level condition assessment of assets.
- Interpret and apply SR-1 standards, coordinating with internal departments.
- Evaluate compliance with state and federal safety transit asset management regulations.
- Coordinate with the Streetcar Program Manager, transit operators, contractors, utility companies, and regulatory agencies to ensure proper access controls in the right-of-way (ROW), and proper practices and procedures in the maintenance-of-way (MOW).
- Oversee the issuance and compliance of over 120 Track Access Permits annually, with volume expected to grow to 150.
- Review infrastructure conditions and participate in field inspections and assessments to verify the operational integrity of the streetcar corridor.
- Ensure all work supports compliance with FTA-mandated Transit Asset Management (TAM) regulations and safety protocols.
- Support capital and maintenance programming through condition evaluations and alignment with city-wide infrastructure programs, including resurfacing and crack sealing.
- Act as a liaison with contractors and utility partners, ensuring adherence to technical and safety standards when working near active streetcar operations.
- Participate in investigations, prepare documentation, and assist in ensuring that all streetcar infrastructure is maintained in optimal condition.
- Conduct fieldwork and site visits as required; travel for specialized training as needed.
- Certifications such as Transit Safety and Security Program (TSSP) are beneficial but not required.
- Maintain technical proficiency and judgment in both field and office duties under general supervision.
- Demonstrate strong coordination, analytical, and technical writing skills to support decision-making and compliance.
- Conduct and document site visits, track inspections, and asset condition assessments in support of permitting and maintenance activities
- Support the Streetcar Program Manager in aligning work with federal and state oversight requirements, including development of maintenance protocols and recordkeeping systems.
- Coordinate with departments and third-party contractors to enforce SR-1 standards and proper documentation for Track Access Training and Permits.
- Assist with the collection, entry, and analysis of field data into asset management software tools for tracking infrastructure condition, maintenance history, and reinvestment planning
- Prepare detailed field reports, diagrams, and records for permit tracking, asset performance, and maintenance coordination
- Contribute to the development and editing of federally required documents, including the Transit Asset Management Plan, Safety Management System documentation, and related reports.
- Support audits and internal reviews of engineering processes and performance data.
- Recommend improvements to technical procedures, safety practices, and engineering standards based on field data and regulatory updates.
- Prepare communications, reports, and presentations related to permits, inspections, or infrastructure status for City leadership, regulatory agencies, and public stakeholders.
- Perform related duties as required.
Qualifications
REQUIRES high school graduation and 7 years of experience in engineering drawing, mapping, automated mapping, geographical information systems (GIS) and equipment or computer aided drafting and design (CADD), engineering, land survey, or construction inspection or an acceptable combination of education and experience; OR high school graduation and 5 years of experience in engineering drawing, mapping, automated mapping, geographical information systems (GIS) and equipment or computer aided drafting and design (CADD), engineering, land survey, construction inspection and possession of a Level II Engineering Technology Certification in any Civil, Electrical or Mechanical discipline as issued by the National Institute for Certification in Engineering Technologies (NICET) or "Land Surveyor in Training" as issued by the Missouri Board for Architects, Professional Engineers, Professional Land Surveyors, and Professional Landscape Architect; OR high school graduation and possession of the Level III Certification as "Engineering Technician (ET)" as issued by the National Institute for Certification in Engineering Technologies (NICET) or a Registered Land Surveyor's License as issued by the Missouri Board for Architects, Professional Engineers, Professional Land Surveyors, and Professional Landscape Architects. Must possess a valid state-issued driver's license in accordance with the City of KCMO policies. Must pass a preemployment drug screen and post-offer physical examination as prescribed by the City.
