    The Position

    The City of Riverside, Public Utilities Department (RPU) is accepting applications for the position of PROJECT MANAGER - WATER OPERATIONS to fill one (1) vacancy in the Water Operations Division. The eligibility list established may be used to fill the current and/or upcoming vacancies within this classification for up to twelve (6) months.

    *For positions indicating a salary range from 1N - 2X, the top 15% of the pay range cannot be offered upon hire or upon an employee promotion.

    Under general direction, the Project Manager in Water Operations plans, implements, schedules, coordinates, and monitors Capital Improvement, Operations and Maintenance, and Operational Technology projects. The position coordinates with other Divisions, Riverside Public Utilities Departments, consultants, contractors, and outside agencies to ensure projects are delivered in a timely, safe, and cost-effective manner. The Project Manager provides professional and technical support to management and project teams, monitors progress against scope, schedule, and budget, and ensures compliance with approved standards, specifications, and safety requirements. The position performs related duties as required.

    *The job classification being used is Project Manager . Project Manager - Water Operations is a working title to reflect the current, specific need.

    Work Performed

    Typical duties may include, but are not limited to, the following:

    • Assist the department Director, General Manager or designee in establishing goals, objectives, priorities, schedules and budgets for individual programs, projects and events.
    • Serve as a liaison to local organizations, businesses, developers, real estate brokers, public agencies, property owners, legislative representatives, and the general public to educate, encourage collaboration and promote City programs, projects and activities.
    • Make public presentations at City events and other venues to legislative bodies, business organizations, community groups, development associations and other constituents.
    • Conduct, evaluate and/or coordinate complex studies, and prepare comprehensive reports and recommendations.
    • Establish and maintain electronic database and contract management programs or capital improvement project tracking system(s).
    • Coordinate with other departments, utility companies, non-profit organizations and affected parties, and agencies to facilitate timely completion of projects or the review and processing of specific private development projects.
    • Facilitate interdepartmental coordination related to the timely completion of projects, programs and activities.



    Additionally, when assigned to the Riverside Public Utilities Department:
    • Lead and oversee complex projects, including utility operational technology projects and capital projects.
    • Develop and maintain project documentation including, but not limited to, project charters, detailed project plans, project schedules, communications plans, risk matrices, action item logs, meeting agendas and minutes, process flow charts, standard operating procedures, and training manuals.
    • Identify stakeholders, SMEs, project sponsor, and assemble project teams.
    • Work directly with subject matter experts and stakeholders to gather requirements, develop specifications, document as-is and to-be process flow charts and procedures, facilitate testing, training and user acceptance and oversee rollout of the solutions.
    • Create, edit and issue all project communications, including but not limited to, project meetings, reports, status updates and presentations to the project team, vendors, consultants, stakeholders, SMEs, executives, governance committees, and the Board of Public Utilities.
    • Control of assigned projects' budget, scope, schedule, and risk to ensure project deliverables, milestones and completion of required tasks.


    Qualifications

    When assigned to the Public Utilities Department or General Services Department:

    Education : Equivalent to a Bachelor's Degree from an accredited four year college or university with major work in public or business administration or a closely related field. A Master's Degree or graduate level course work is desirable.

    Experience : Four years of professional experience in project management in a public works, public utilities, electrical engineering, computer engineering, and/or construction management.

    Highly Desired Qualifications:
    • Demonstrated experience overseeing water utility infrastructure, SCADA, and operational technology projects from planning and design through construction, startup, and commissioning.
    • Strong understanding of construction principles and field practices for water facilities, including pipelines, pump stations, reservoirs, treatment plants, and electrical and instrumentation systems.
    • Proven ability to administer construction and professional services agreements, including contractor and consultant oversight, change order negotiation, progress payment review, claims resolution, and schedule recovery.
    • Experience with water utility asset management practices, including lifecycle planning, condition assessment, risk-based prioritization, capital budgeting and integration of capital and Operations and Maintenance strategies.
    • Proficiency in AutoCAD and experience with design review, plan development, constructability review, and redlining of drawings and record plans.
    • Professional certifications such as PMP, CCM, or equivalent are highly desirable.

    Education obtained outside the United States (US) require one of the following options:
    An equivalency statement from an evaluation company certified by the National Association of Credential Evaluation Services (NACES) at http://www.naces.org/members.html or the Association of International Credential Evaluators Inc. (AICE) at http://aice-eval.org/members/ . An advanced-level degree from an accredited US college or university.

    Benefit Level II includes Senior Management, Management and Professional classifications (Exempt)

    The City offers an attractive benefits package, the central provisions of which are as follows:
    • Retirement for Classic Members - For employees hired after 1/1/2013 who are CLASSIC MEMBERS of California Public Employees' Retirement System (CalPERS) or a reciprocal agency as of 12/31/12 and have not been separated from service from such agency for six months or more, the retirement benefit shall be 2.7 % @ age 55; 3-year final compensation. The required employee contribution is 8%. The City does not participate in Social Security; thus, employees do not bear this additional 6.2% expense.
    • Retirement for New Members - For employees hired 1/1/2013 or later and who ARE NOT a member of the California Public Employees' Retirement System (CalPERS) or a reciprocal agency as of 12/31/12, or those who have been separated from a public agency which contracts with CalPERS or a reciprocal agency for six months or more, the retirement benefit shall be 2% at age 62; 3 year final compensation. The required employee contribution is 50% of the normal cost. And is subject to change per CalPERS every fiscal year. The City does not participate in Social Security; thus, employees do not bear this additional 6.2% expense.
    • Health Insurance - The City offers six health insurance plans and contributes up to $1,734 per month for HMO plans (family coverage).
    • Dental Insurance - The City provides three dental insurance plans and contributes up to $85 per month.
    • Vision Insurance - The City provides vision coverage through Vision Service Plan (VSP) for employees and their dependents that are enrolled in medical coverage.
    • Life Insurance - The City provides and pays for term life insurance with accidental death and dismemberment equal to two times the annual salary rounded to the next highest $1,000 (up to $700k) plus AD&D. Additional Life Insurance is available and voluntary for employee and eligible dependents (up to $300k).
    • Deferred Compensation - The City will contribute the following amounts per month, with a minimum employee contribution of $12.50 per check:
      • Management and Professional Units: $150/month
      • Senior Management Unit: $175/month


    • Leave Benefits - Includes vacation leave, sick leave, bereavement leave, and holiday benefits. Please refer to the Fringe Benefits and Salary Plan for specific details.
    • Flexible Spending Account - The City offers a Health Care and Dependent Care Flexible Spending Plan for optional participation.
    • Long Term Disability - The City offers optional enrollment in the Long-Term Disability Plan.
    • LegalEase Plan - Optional legal services plan for employees and eligible dependents.
    • Critical Illness Plan - Optional critical illness insurance plan for employees and eligible dependents.
    • Vacation Accrual - 0-9 yrs. = 144 hrs., 10+ yrs. = 184 hrs.
    • Administrative Leave -
      • Management and Professional Units: 64 hrs. per fiscal year.
      • Senior Management Unit: 80 hrs. per fiscal year.
