    Essential Job Functions

    A Supervising Field Engineer is tasked with carrying out the following key job functions:
    • Supervises and directs the activities of Los Angeles County Public Works by planning and assigning activities of several field survey units and office personnel; overseeing and evaluating in-progress and completed work; verifying accuracy and suitability of survey data; and ensuring conformity to legal and technical requirements, by functioning as a direct supervisor to Field Engineers overseeing large groups of field survey crews; Survey Supervisor I, Flood Control; survey consultants; and external contracts to ensure all survey related work is completed in accordance to contract specifications, department standards, State law, and Federal guidelines; and performed safely, accurately, and efficiently.
    • Assists the Division head in the overall supervision and administration of Los Angeles County Public Works within the division by performing a full range of supervisory tasks (e.g., reviewing and evaluating work of subordinate staff; providing technical and administrative direction pertaining to issues of workload, training requirements, need for vertical and horizontal controls, additional staking on construction projects, etc.; promoting individual growth and development; and following the department’s disciplinary policies, guidelines, and procedures), to ensure staff receive the support and direction needed to effectively perform their duties and carry out the mission of the division in a safe, cost-effective, and efficient manner.
    • Develops new and innovative policies and procedures for managing physical, financial, and personnel resources of the Los Angeles County Public Works by reviewing and analyzing results of completed surveys and related office work products in the division; assisting in the preparation of the division budget and preparing/reviewing special reports involving cost estimates of jobs, manpower, equipment, and material needs; and discussing project specifications with field and office personnel prior to an assignment, to ensure staff receive the support and direction needed to effectively perform their duties and complete assigned survey-related projects in a safe, cost-effective, and efficient manner and in accordance with State and Federal regulations and guidelines.
    • Reviews, analyzes, and assigns job orders and survey requests to subordinate staff by verifying the type and extent of surveys needed and office research required; assessing and assigning priorities; developing workload criteria; and estimating survey costs and work production estimates, to ensure workload and projects are appropriately assigned and distributed across all survey units and the necessary resources are obtained and allocated for successful project completion.
    • Represents the Los Angeles County Surveyor to other public agencies, private surveying and engineering firms, or other County departments by attending public and governmental meetings and conferences; providing professional knowledge, guidance, and consultation; and communicating both written and orally, to resolve conflicts, and to promote and explain applicable policies and procedures to encourage compliance and understanding of survey-related work.
    • Operates Los Angeles County survey vehicle by maintaining a valid California Class C driver license; and ensuring safe and responsible operation of vehicle in order to respond to emergency situations and transport necessary tools, equipment, materials and personnel to and from work sites.
    • Performs duties of the County Surveyor as Deputy County Surveyor by examining and signing surveydocuments (i.e. records of survey, corner records, certificates of correction, etc.) for compliance with theProfessional Land Surveyors Act to protect the private and public property interest and ensure transparencyof property location and boundaries.


    Requirements

    Requirements to Qualify:

    OPTION I: Two years of field survey experience as a Survey Party Chief II * in the service of the County of Los Angeles.

    OPTION II: Two years of experience as a Survey Supervisor I, Flood Control * in service of the County of Los Angeles.

    OPTION III: One year of experience supervising the work and operations of a large group of field survey crews at the level of a Field Engineer ** .
    License:
    A California State certificate of Registration as a Professional Land Surveyor, or a Civil Engineer certificate issued by California before January 1, 1982. ***

    Possession of a valid California Class "C" Driver License is necessary to carry out essential job functions.

    Successful applicants for positions that require driving must provide verification of their driver license and a copy of their driving record from the California State Department of Motor Vehicles before final appointment. Applicants should not present a copy of their driving history until asked to do so by the hiring department. The County will make an individualized assessment of whether an applicant's driving history has a direct or adverse relationship with the specific duties of the job. License must not be currently suspended, restricted, or revoked.
    Physical Class:
    Physical Class II - This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10-pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.
    Special Requirement information:

    *To qualify under options I or II, applicants must hold or have held the payroll title of a Survey Party Chief II or Survey Supervisor I, Flood Control within a County of Los Angeles service for two years. No out-of-class experience will be accepted.

    **For the required experience at the level of Field Engineer y ou may still qualify under Option III even if your job title is not exactly the same as the Field Engineer. What matters is that your experience is at a similar level - meaning your job involves similar responsibilities, requires comparable skills and knowledge, and takes place within a similar organizational structure. Please provide a clear explanation of your experience to demonstrate that it is at the appropriate level.

    ***Applicants must provide a copy of their valid California State Certificate of Registration as a Professional Land Surveyor or Civil Engineer issued before January 1, 1982. The copy of the California State Certificate of Registration provided must show the date of expiration. A printout with the expiration date from the State of California Consumer Affairs website will be accepted. Registration will be subject to verification before being appointed.

    Eligibility and Vacancy Information:
    Candidates who passed the assessment are placed on a list in the order of their score group for a period of Twelve (12) months. We will use this list to fill vacancies as they occur.
