    Job Summary

    About the Position:
    Planning Technician --> Starting Salary - Range 11, $19.13

    This position is in the Planning and Zoning division.
    Work is performed in an office environment.
    Requires interaction with the public at the counter and on the phone.
    Flexible work schedule: Monday - Friday 8:00 a.m. to 5:00 p.m. or four (4) ten-hour shift
    Possible travel to attend training or to other county offices.

    About Planning and Zoning:
    The Planning and Zoning Division facilitates land development which is beneficial to Mohave County and its residents. Title 11 Chapter 6 of the Arizona Revised Statutes provides the legal requirements and responsibilities for planning and zoning activities in the County. The division develops and maintains a General Plan, a Zoning Ordinance, and Subdivision Regulations to comply with the statutes. The division seeks to provide excellent customer services by assisting developers and the general public in navigating the requirements while furthering public health and safety.

    Essential Job Functions

    • Performs office and/or field research.
    • Answers questions from other agencies and the public within area of responsibility.
    • Prepares and maintains records and reports.
    • Performs occasional field work and posting of required public notices.
    • Performs related work as required.
    • Communicates and acts in a professional manner with the public, co-workers, and work contacts.

    ASSIGNMENT TO PERMITTING AND ZONING REVIEW
    • Translates resolutions that change zoning districts and makes the required changes to the official county zoning maps.
    • Updates all official zoning maps, data bases and zoning books, and keeps them up to date.
    • Enters, tracks and signs off on permit approvals as required.
    • Analyzes and checks submitted rezones, zoning use permits; works the permit counter as intake clerk, answers questions on zoning matters from the public and county staff members; determines whether plot plans and drawings meet the county zoning regulations and whether there are any observable errors in the submissions.
    • Makes recommendations to staff concerning the adequacy of the submitted documents.
    • Performs mathematical calculations relative to assigned projects.
    • Reviews deeds and legal descriptions and performs field and office research to gather information on correct legal descriptions and owner of record.
    • Verifies accuracy of legal descriptions.
    • Assists the public in the preparation of Department permit applications. Calculates and collects fees for use permits, and other Department permits.
    • Coordinates with other Divisions and Departments to assist in processing permits.
    • Maintains/researches parcel records and permit files.

    ASSIGNMENT TO MINOR SUBDIVISION REVIEW
    • Reviews, evaluates, interprets and coordinates the processing of parcel plat land split and ministerial review applications, technical information and documents in accordance with state and county regulations.
    • Secures, analyzes and verifies deeds, title reports, legal descriptions and other documents to determine and evaluate the status of parcel splits, parcel ownership and legal access to properties.
    • Maintains regular contact with county departments, governmental agencies, professional licensed surveyors and engineers, the general public and other agencies while obtaining information and data, coordinating activities and responding to inquiries and complaints concerning the review and recording of land split applications
    • Establishes and maintains an effective working relationship with appropriate personnel and agencies.
    • Distributes map renderings and coordinates review activities for land split applications, monitors plans examination and updates plan evaluation procedures.
    • Determines that parcel plat and ministerial review mylars are in accordance with county regulations and in proper format and then records completed application documents.
    • Maintains appropriate up-to-date record keeping and practices and fields’ telephone and counter requests for information and data concerning parcel plats and ministerial reviews.
    • Coordinates review conferences and correspondence for land split applications for the applicants, appropriate departments and other reviewing agencies.
    • Performs mathematical calculations relative to assigned projects.
    • Maintains a practical knowledge of land descriptions, drafting fundamentals, graphics preparation, addressing methods, mapping and topographical renderings, site plan review, zoning principles, survey and cartography principles, and county assessor’s and cartography requirements.
    • Makes recommendations to planners concerning the professional adequacy of submitted documents.
    • Prepares and posts public notices in accordance with state law as directed.
    • Prepares graphs, maps, drawings and other renderings for public and county use, and presentation at public meetings as directed.

    ASSIGNMENT TO RURAL ADDRESSING
    • Maintains, updates, assigns and re-designs, as necessary, the Mohave County addressing and road naming system, maps, and computer-generated geographical addressing information.
    • Consults, instructs and assists citizens on matters relating to the county’s road naming and addressing system.
    • Assigns all addressing number grids and number lines and street naming for all parcels in Mohave County.
    • Implements the addressing-renumbering and road naming requirements of the Mohave County Subdivision Ordinance and related policies.
    • Provides new addresses and verifies current numbering and street names to the general public, commercial businesses, utilities, governmental agencies and other entities, and responds to inquiries from various agencies and the public relating to addressing and road naming.
    • Maintains and coordinates the Mohave County addressing, re-numbering and street naming system for 911 emergency response and coordinates with participating 911 emergency response agencies.
    • Coordinates, develops and provides maps, information, data, numbers, and other addressing documents as assigned or from outside requests.
    • Performs research, analysis and information retrieval on recorded county parcels, legal descriptions, parcel numbers, owners of record, deeds and other information and resolves addressing issues and problems.
    • Reviews and evaluates subdivision plats for street name duplication and assigns number grids and addresses for all lots and parcels.
    • Serves on committees or other assignments relating to the county addressing and 911 systems.
    • Makes oral and written presentations to the general public, governmental agencies, commissions and boards, as required.
    • Maintains, evaluates and updates the computerized and manual Geographical Information System, 911 and addressing base maps.
    • Inputs and revises data as necessary for land use applications into the GIS computer system base maps.
    • Calculates, assigns and collects fees, as approved, for addressing, renumbering and road naming services provided to all individuals, businesses and agencies.
    • Performs occasional field work and posting of required public notices.


    Minimum Qualifications

    • High School Diploma/GED (General Education Degree).
    • Two (2) years’ work experience involving development of land or related services in the private or government sector; may substitute by college level course work.
    • OR an equivalent combination of education, experience, and training which provides the required knowledge, skills and abilities may be considered in meeting the minimum qualifications.

    ASSIGNED TO RURAL ADDRESSING
    • Two (2) years’ experience in addressing systems and road numbering-naming techniques; may substitute by college level course work.

    SPECIAL JOB REQUIREMENT
    • Must possess a valid driver’s license for operation of motor vehicles on Arizona roads at the start of employment and maintain said license while employed in this position.
    • Provide acceptable driving history at no cost to the County.


    Knowledge, Skills & Abilities

    • Practical knowledge of Permits, Zoning Review, Plan Review and Rural Addressing.
    • County, state and federal laws, rules, regulations and ordinances pertaining to planning and zoning and rural addressing.
    • Methods of land descriptions.
    • Fundamentals of drafting, mechanical drawing and graphic illustration.
    • Research and reference methods and techniques.
    • Graphic techniques and topographic mapping.
    • Mathematics through trigonometry.
    • Assessor maps, parcel numbers and legal descriptions.
    • Personal computers and programs including Map/Info, Q&A, CAD systems and permits.
    • Computer literacy to include use of windows-based word processing, spreadsheets data base applications and basic knowledge of Geographic Information Systems (GIS) using Mohave County’s Web based GIS.
    • Operation of personal computer and use of word-processing, spreadsheet and data base applications.
    • Interpret technical information encountered in the performance of responsibilities.
    • Work independently.
    • Establish and maintain effective working relationships with associate personnel, the general public, County departments, and agencies and to deal tactfully and diplomatically in adverse situations.
    • Make accurate and detailed observations.
