    Summary

    Minimum Starting Salary is $19.3566 hourly, depending on qualifications

    Minimum Qualifications
    Required:
    • H.S. Diploma or GED equivalent
    • 3 years of experience in landscaping and grounds keeping work and experience with heavy equipment and basic knowledge of landscaping and grounds keeping
    • Valid Texas Driver's License

    Position Overview
    Under basic supervision, performs experienced semiskilled general labor work in cleaning and maintenance of City parks and grounds; operates, and maintains tools, equipment, and heavy equipment.

    Essential Functions
    • Performs unskilled and semiskilled manual labor tasks to maintain safe and attractive park system; maintains park facilities and grounds and follows all safety rules and regulations; works independently and makes appropriate decisions based on work experience; duties may vary according to job assignment.
    • Operates heavy mechanized equipment; performs parks cleaning and maintenance tasks, including weed control, mowing, planting and watering; cleans up trash and debris and cleans facilities; prunes and trims trees and shrubs; assists with irrigation systems and chemical applications; loads and hauls materials.
    • Inspects specialty vehicles and heavy equipment for proper operating condition; repairs and adjusts equipment and performs maintenance and preventive maintenance as needed.
    • Enforces rules and regulations; assists with training new staff; reports unsafe acts, conditions, accidents and injuries; performs emergency cleaning and maintenance work as directed.
    • May be required to respond afterhours, including holidays and weekends, in the event of a departmental or City-wide emergency.
    • Operates a City vehicles to travel to parks, facilities, and assigned work sites to perform and support park maintenance activities, transport tools, materials, and equipment, operate specialty vehicles and heavy machinery, conduct inspections and repairs, respond to emergencies after hours as required, and ensure park grounds and facilities are maintained in a safe and attractive condition.

    Governance and Organization

    Waco is a home rule city with a council-manager form of government. The City Council is comprised of a Mayor, elected at-large, and five City Council members representing single-member districts, all serving two-year terms. The City Council sets the tax rate, approves the budget, appoints members to City boards and commissions, enacts City ordinances, and appoints the City Manager, City Attorney, City Secretary, and the Municipal Court Judge.

    The City has a strong Financial Management Policy that guides the operation and delivery of quality City services, contributes to excellent AA+ and Aa1 bond ratings, and maintains an unassigned fund balance reserve in the General Fund equal to 28% of current year budgeted expenditures. The City of Waco has more than 1,600 employees and a total operating budget of over $400 million.

    The City provides a full range of municipal services including a regional airport, animal services, building inspections, code enforcement, convention and visitors bureau, emergency management, housing and community development, economic development, fire, public health, library, municipal court, parks and recreation, planning, police, public works, Texas Ranger Hall of Fame Museum, utilities and zoo operations.
