    Chancellor's Office Statement

We are currently seeking experienced candidates for the position of Associate Vice Chancellor, Systemwide HR Administration and Shared Services. The CSU Chancellor's Office, located on the waterfront adjacent to the Aquarium of the Pacific in downtown Long Beach, is the headquarters for the nation's largest and most diverse system of higher education.

    Salary

    The anticipated salary hiring range is up to $280,008 per year, commensurate with qualifications and experience.

    Work Arrangements

    Flexibility to telecommute two days a week, with three days on-site at the main headquarters in Long Beach, California.

    Position Information

    The California State University, Office of the Chancellor, is seeking an Associate Vice Chancellor, Systemwide HR Administration and Shared Services to provide strategic and executive leadership for systemwide HR administration and shared services operations across the California State University (CSU) system. This includes oversight of systemwide benefits, payroll, retirement, data operations, leaves of absence and other HR administrative services.

    The incumbent is responsible for advancing systemwide HR administration and shared services operational excellence and innovation across 22 universities and the Chancellor’s Office by designing and executing systemwide strategies, policies, and programs that enhance efficiency, compliance, and service quality. The AVC acts as a senior advisor to the Vice Chancellor and CHRO on systemwide HR administration and shared services and serves as the primary CSU liaison to external agencies such as CalPERS, CalHR, the State Controller’s Office, and vendors.

    Responsibilities

    Under the general direction of the Vice Chancellor & Chief Human Resources Officer, the Associate Vice Chancellor, Systemwide HR Administration and Shared Services will:

    -Define and execute CSU’s Shared Services operational strategy, aligning it with institutional priorities and emerging workforce needs.

    -Direct all systemwide benefits, retirement, payroll, and leaves programs ensuring adherence to regulations.

    -Lead policy and systems integration for major state and CSU HR technology platforms (CHRS and CSPS).

    -Develop long-term strategies to grow shared services, improve system integration, and advance digital transformation efforts.

    -Collaborate with CalPERS, CalHR, SCO, and other entities to resolve operational and policy issues.

    -Champion process improvement, automation, and data-driven decision-making.

    -Oversee audits, compliance reviews, and metrics to monitor operational performance.

    -Supervise and mentor senior-level staff, promoting staff development and succession planning.

    -Represent CSU Shared Services in systemwide committees, external forums, and agency collaborations.

    -Other duties as assigned.

    Qualifications

    This position requires:

    -Bachelor’s degree in related field is required; or equivalent of education and experience.

    -Minimum of 15 years of professional high-level experience in human resources to include at least 10 years of supervisory experience.

    -Deep understanding of benefits, payroll, leaves, and retirement operations and other areas of Human Resources.

    -Understanding of HRIS systems and data management (PeopleSoft, CHRS, or equivalent).

    -Exceptional strategic planning, project management, and analytical skills.

    -Proven ability to build partnerships and lead change.

    -Strong communication and presentation skills.

    -Strong fiscal and contract management skills.

    -Willingness and ability to travel.

    Preferred Qualifications

    -Master’s degree preferred.

    -Experience working in higher education and/or governmental agency in a unionized environment highly desirable.

    Conflict of Interest

    The duties of this position will include participation in decisions that may have a material financial benefit to the incumbent. Therefore, the selected candidate will be required to file Conflict of Interest Form 700: Statement of Economic Interest when they first occupy the position, and on an annual basis, complete ethics training within 6 months of appointment, and attend this training every other year thereafter.

    California State University, Office of the Chancellor, as part of the CSU system, is a State of California Employer. As such, the University requires all employees upon date of hire to reside in the State of California. As of January 1, 2022, the CSU Out-of-State Employment Policy prohibits the hiring of employees to perform CSU-related work outside the state of California.
