    The Department of Public Health (DPH), Childhood Lead Poisoning Prevention Program (CLPPP) is recruiting for a Supervising Public Health Nurse (SPHN) who will supervise case management services provided by nursing and other personnel. The incumbent in this position will be responsible for ensuring excellent nursing and evidence-based practice, while optimizing resources for achieving individual and community health outcomes.

    This recruitment will be used to fill a vacancy within CLPPP.

    ABOUT CLPPP
    Childhood Lead Poisoning Prevention Program (CLPPP) provides community education to increase awareness of the potential danger of children’s exposure to lead, along with home environmental screenings, public health nurse case management, and monitoring child health providers to ensure lead testing in high-risk children.

    The County also offers an alternative Modified Benefits Option (MBO) that provides a wage differential.

    • *Recruitment Bonus: E ligible employees hired into a regular classified position from this recruitment may be eligible to receive up to $2,000 in total compensation. Please see Teamster MOU for details.
    • Telework Program: The County allows for the use of telework to qualifying County employees where business needs permit to efficiently serve the community and maintain employee productivity during public health emergencies. Candidates, upon successful completion of a probationary period, may potentially have the option to telework based on their assignment.


    CONDITIONS OF EMPLOYMENT

    Travel/Driver License: A valid California Class C Driver License is required to carry out the essential job-related functions of this position. Mileage reimbursement and proof of automobile liability insurance must be maintained.
    Pre-Employment Process: Prior to appointment, applicants must pass a background investigation which includes verification of employment history and education, fingerprinting, physical exam, and drug screening.

    Visa Sponsorship: Please note San Bernardino County is not able to consider candidates who will require visa sponsorship at the time of application or in the future.
    Continued Education: Additional training/coursework may be required.

    Public Health Nurse Certification: RNs must possess a bachelor's degree (or higher) in Nursing to apply for California Public Health Nurse certification. Applicants who do not possess a Bachelor's degree (or higher) in Nursing at the time of application submission will be disqualified.     Minimum Requirements

    Licensure/Certification:
    • Valid Registered Nurse (RN) license issued by the California Board of Registered Nursing (CA BRN),
    • Valid Public Health Nurse (PHN) certificate issued by the CA BRN,
    • Valid Healthcare Provider level Basic Life Support (BLS) certificate.

    -AND-

    Experience:
    • E ighteen (18) months of full-time equivalent experience as a licensed PHN. Qualifying experience must include one (1) year of nurse lead or full-scope supervisory experience. Nurse lead/supervisory experience must be clearly demonstrated on the work experience section of the application in order to be considered.

    Substitution: A master’s degree in nursing or public health may be substituted for six (6) months of the required Public Health nurse experience. Lead/Supervisory experience may not be substituted.

    Degrees or coursework completed outside the U.S. must be accompanied with an evaluation report from a reputable credential evaluation service showing equivalency to degrees or coursework completed at a college or university accredited by any accrediting association recognized by the United States Department of Education.     Desired Qualifications

    The ideal candidate will possess:
    • Supervisory and administrative experience
    • Experience with community health and/or home visitation
    • Excellent knowledge and competency with the scope and standards of public health nursing practice, including both individual and population-based assessment, diagnosis, outcomes, planning, assurance and evaluation
    • Expertise with quality assurance and process improvement
    • Strong skills in leading and supervising multidisciplinary staff
    • Competency in serving diverse cultural communities
    • Exemplary written and oral communication skills
    • A Master's degree (or higher) in Nursing, Public Administration, or Business Administration

Additional compensation is associated with positions requiring the use of bilingual skills. Testing of bilingual skills may be required to receive additional compensation.
