    This position is involved in the hands-on, day-to-day technical work associated with the ATXN TV operation. With seven studios, eight control rooms, remote facilities and nearly non-stop productions, your skills in operation and innovation will be tested on a daily basis.

    Job Description:

    Purpose:

    Under general supervision, performs technical work in the production of creative and non-creative video and audio presentations for training, communications, and public information.

    Duties, Functions and Responsibilities:

    Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
    • Confers with clients to determine program needs, identify production options, assist with script development, and determine overall program content.
    • Conceptualizes, designs, and coordinates the production of video and audio programs to be used in training and staff development, public information and education presentations, promotional programs, and internal and external informational productions.
    • Determines video production equipment needs and makes recommendation for purchases.
    • Sets up, hauls, loads, and unloads equipment; operates cameras, lighting equipment, teleprompters, microphones, and other audio equipment; and monitors and adjusts equipment during taping sessions.
    • Shoots and edits video, selects music, designs digital video effects, and creates graphics in order to create a finished product using editing systems and equipment.
    • Writes, either individually or as a member of a team, and edits scripts for video and audio productions.
    • Duplicates and distributes video and audio programs on various media formats to department employees, the general public, the media, and other stakeholders.
    • Coordinates complicated projects, sometimes including multiple departments.
    • Maintains, repairs, and troubleshoots equipment.
    • May train other staff on best practices in video production.

    • Knowledge of media production, communication, and dissemination techniques and methods, including alternative ways to inform and entertain via written, oral, and visual media.
    • Knowledge of supervisory and managerial techniques and principles.

    • Skill in handling multiple tasks and prioritizing.

    • Ability to train others.
    • Ability to arrange things or actions in a certain order or pattern according to a specific rule or set of rules (e.g., patterns of numbers, letters, words, pictures, mathematical operations).
    • Ability to apply general rules to specific problems to produce answers that make sense.
    • Ability to quickly and repeatedly adjust the controls of a machine or a vehicle to exact positions.
    • Ability to concentrate on a task over a period of time without being distracted.


    Minimum Qualifications:
    • Graduation with a Bachelor’s degree from an accredited college or university with major coursework in Radio-TV-Film (RTVF), Electrical Engineering, and Telecommunications or in a field related to the job, plus two (2) years of experience in a field related to the job.
    • Experience may substitute for education up to four (4) years.


    Licenses and Certifications Required:

    Valid Texas Class C Driver License.

    Preferred Qualifications:
    • High-level knowledge of current and next generation digital television architecture, equipment and standards including video-over-IP, encoders, decoders, distribution, routing, switching, automation systems, etc. Ability to diagnose and fix technical issues with equipment and signals quickly during broadcasts. Test, calibrate, and maintain audio and video gear.
    • Individual must possess a fundamental understanding of digital audio and digital video signals, standards, and machines. Must be able to run mixing consoles, microphones, and audio software during live broadcasts, adjusting levels for optimum quality; watch and adjust audio during live shows for clarity, consistency, and synchronization with video.
    • Computer Skills: Coding languages C/C++, Python, JavaScript, Web Audio API, DSP, embedded programming, audio frameworks (JUCE, Core Audio); proficiency in graphic design software (Adobe Photoshop, After Effects) and broadcast graphics systems (e.g., Chyron, Vizrt, Ross Xpression).
    • Design, code, test, and maintain audio applications, frameworks, and DSP algorithms (like echo cancellation, noise suppression); develop software for embedded systems (Android, Linux), integrating audio stacks like Audio HAL, ALSA, or proprietary OS.
    • Create and maintain developer-focused APIs and provide documentation.


    Notes to Candidate:

    This position is involved in the hands-on, day-to-day technical work associated with the ATXN TV operation. With seven studios, eight control rooms, remote facilities and nearly non-stop productions, your skills in operation and innovation will be tested on a daily basis.

    Responsibilities will include:
    • Installing and maintaining all video equipment for multiple sites, including configuring and calibrating equipment and making adjustments
    • Designing, implementing, monitoring, enhancing and troubleshooting systems
    • Completing required testing for all equipment to ensure set up is completed accurately
    • Design, create, and maintain software for web, phone and over-the-top applications; create and update code for APIs as needed


    Strong applicants will be able to effectively analyze and communicate information to resolve issues and concerns as they arise. Work demands are both auditory and visual, as a significant portion of responsibilities require intensive testing for minor audio and video impairments and artifacts.

    Austin Communications and Engagement fosters positive relationships with local and national media, and provides timely, proactive and responsive information to media inquiries; creates opportunities for the community to engage in the decision-making processes of the City of Austin; and actively promotes City projects, programs and initiatives.

    Compensation:

    $29.89 - $37.37 per hour

    Hours:

    Monday - Friday; 8:00 a.m. - 5:00 p.m.
    Hours will vary based on operational needs.

    This position may require nights and weekends. Flexible work schedule options are available

    City Government
