The successful candidate will provide division-level leadership and oversees all aspects of Clark County’s permitting operations, including plan intake, permit issuance, fee assessment, inspection scheduling, customer service, addressing, and permitting record systems. This position plays a central role in ensuring that all services comply with County ordinances, State statutes, adopted fee schedules, and applicable building, fire, and zoning codes.
This examination will establish an Open Competitive Eligibility list to fill current and/or future vacancies that may occur within the next six (6) months or may be extended as needed by Human Resources.

https://www.clarkcountynv.gov/government/departments/building___fire_prevention/ MINIMUM REQUIREMENTSEducation and Experience: Bachelor’s Degree in Business Administration, Public Administration, or a closely related field and five (5) years of full-time experience in a permit-related environment involving public interaction and the explanation of complex policies and procedures; two (2) years of which must include full-time supervisory or management experience. Experience coordinating complex information systems or automated permitting activities is highly desirable. Equivalent combination of experience and/or education may be substituted on a year-for-year basis.All qualifying education and each experience must be clearly documented in the “Education” and “Work Experience” sections of the application.

EXAMPLES OF DUTIES- Manages division-wide permitting operations, including workflows, staffing, permit queues, turnaround times, customer service, and performance standards.
- Plans, organizes, and evaluates the work of permitting, plan submittal, customer service, inspection scheduling, addressing, fee assessment, and support staff.
- Recommends staff selection; provides training, mentoring, professional development; conducts evaluations; and administers discipline as needed.
- Oversees intake, verification, digital processing, and maintenance of accurate permit and plan records.
- Ensures consistent application of building and fire codes, zoning regulations, State statutes, County ordinances, and adopted fee schedules.
- Resolves complex or escalated issues involving applicants, contractors, design professionals, and community stakeholders.
- Provides technical guidance, code interpretations, and policy explanations to staff, industry partners, and the public.
- Coordinates interdepartmental activities involved with the permitting process with those of other County departments and outside cooperating agencies.
- Represents the division at meetings, committees, and industry forums, and communicates with developers, engineers, architects, and property owners regarding fees, regulations, and procedures.
- Oversees digital permitting platforms, electronic plan review systems, and technology integrations, ensuring reliability, data integrity, and regulatory compliance.
- Plans and implements system enhancements, configuration updates, user training, and rollout of new or upgraded automated systems.
- Leads automation and modernization initiatives to improve efficiency, reduce administrative burden, and enhance customer experience.
- Identifies operational inefficiencies and leads process improvement efforts using data analysis and collaboration with County partners.
- Develops, maintains, and administers policies, procedures, workflow rules, and standards for consistent, technology-enabled permit processing.
- Conducts audits, fee reviews, compliance assessments, and internal control processes to ensure accuracy and accountability.
- Monitors legislative and regulatory changes and updates procedures, systems, and staff training accordingly.
- Oversees fiscal operations including budgeting, expenditures, staffing allocations, fee revenue tracking, and financial planning.
- Ensures proper assessment and collection of permit and development-related fees in compliance with County policy and State law.
- Leads contract and vendor evaluations, negotiations, and administration for permitting systems and services.
- Conducts financial and operational analyses and prepares reports and recommendations for leadership.
- Builds collaborative work teams and fosters a culture of continuous improvement, quality service, and accountability.
- Prepares and oversees preparation of reports, correspondence, policies, procedures, informational materials, and other documentation.
- Directs or conducts analytical studies, evaluates alternatives, and presents recommendations to department and County leadership.
- Monitors and maintains accurate records, reports, and permit tracking systems.
- Manages special projects and assignments based on organizational and community needs.
- May drive a motor vehicle or arrange for transportation to various off-site locations in order to attend meetings, visit satellite offices or other job sites.
