    CAREER DESCRIPTION

    Environmental Sustainability Manager
    (Regulatory Compliance Manager, Senior)

    Salary may be negotiable within the range listed above, based on position requirements and successful candidate's qualifications, subject to appropriate authorization.

    This recruitment is open to the public and is being held to establish an Open eligible list to fill current and future Regulatory Compliance Manager, Senior vacancies within OC Waste & Recycling. The eligible list established from this recruitment may also be used to fill positions in similar and/or lower classifications throughout the County of Orange.

    This recruitment will be open for a minimum of five (5) business days and will remain open until 11:59pm on Wednesday, February 18, 2026. Qualified applicants are encouraged to apply immediately.

    OC WASTE & RECYCLING
    OC Waste & Recycling (OCWR) is an organization dedicated to providing waste management services, protecting the environment, and promoting recycling in order to ensure a safe and healthy community for current and future generations. OCWR is a nationally renowned waste management department responsible for a network of sanitary landfills and operates three active regional landfills (North, Central, South), four household hazardous waste collection centers, monitors 20 closed landfills, and administers municipal solid waste collection, recycling, and planning for County unincorporated areas. The Department is committed to its exceptional record of regulatory compliance and excellence.

    THE OPPORTUNITY
    This position will provide oversight, project management, and implementation of the County’s Climate Action Plan (CAP), including adoption, progress reporting and updates to the Board of Supervisors. While the CAP and the Sustainability Team are located in OCWR, the objectives and goals applies countywide and requires coordination across all municipal county departments and sister agencies, including John Wayne Airport, Sheriff’s Department, Public Works, OC Parks, etc.

    Associated duties include interaction and collaboration with external stakeholders such as the South Coast Air Quality Management District, California Air Resources Board, California Energy Commission, Southern California Edison, SoCal Gas, Southern California Regional Energy Board, and the United States Environmental Protection Agency.

    Additional responsibilities include program development and implementation, grant writing and submission, and delivering presentations to internal and external stakeholders. The incumbent will collaborate with cities and non-governmental organizations (NGOs) to find opportunities to support the CAP through legislative analysis and tracking.

    Job duties include, but are not limited to:
    • Oversight and management of the County’s CAP, including biannual progress reports and 5-year updates
    • Collaboration with utilities, regulatory agencies, and environmental organizations
    • Developing and implementing a new program, "Green Collaborative"
    • Oral and written presentations to internal and external stakeholders
    • Represent the County in legislative advocacy
    • Research and pursue grant funding and incentive opportunities
    • Communicate complex concepts to diverse audiences
    • Determine strategic priority of measures aligned with the County's Strategic Financial Plan
    • Serve as the unit's liaison to the Board of Supervisors
    • Support OCWR with regulatory requirements related to our landfills and greenery operations
    • Maintain and evaluate data and metrics related to climate and climate change

    A hybrid work schedule may be available for this position upon successful completion of probation, subject to business needs.

    QUALIFICATIONS
    The ideal candidate will possess five (5) years of professional environmental/regulatory compliance management experience related to assignment and must include two (2) years of lead/ supervisory experience.

    In addition, the ideal candidate will possess management level expertise that demonstrates strong knowledge in the following competencies:

    Technical Expertise
    • Knowledge of federal and state mandates related to climate change
    • Familiarity of California Environmental Quality Act (CEQA) and regulatory agencies
    • Extensive program design and implementation experience
    • Oral and written presentation experience
    • Grant management, including research, writing, and submission of grants
    • Budget and fiscal management
    • Data research and analysis

    LICENSE REQUIRED
    The successful candidate must possess a valid California Driver's License, Class C or higher, by date of appointment and maintain while employed in the assignment.
