    Responsibilities

    The Director, Budget and Capital Financial Planning provides leadership in developing and managing the university's budget, ensuring compliance with CSU policies and strategic objectives. Duties include overseeing capital projects budgeting, financial reporting, collaborating with auxiliary units, facilitating budget workshops, and leveraging enterprise-wide budgeting and reporting tools.
    • Supports the Assistant Vice President in developing the university general operating budget, reviews and provides expertise regarding annual budgets for campus enterprises and auxiliaries.
    • Directs and manages the development of capital project budgets and financial plan modeling for the campus including the enterprise areas (Housing, Parking, Health Facilities, Extended Learning) and auxiliaries.
    • Provides accurate and timely information to the Assistant Vice President regarding the status of campus financial performance against budget.
    • Manages the University’s debt service ratio calculation and reporting to the Chancellor’s Office.
    • Provides guidance and support to the Directors of Finance and Operations (DFOs) during the budget development process.
    • Responsible for the annual budget submission to the Chancellor’s Office.

    Qualifications:
    • Bachelor’s degree in a related field such as business administration or economics required.
    • MBA or Master’s degree in business related field preferred.
    • Five years of full time applicable financial management and public administration work experience that demonstrates progressive growth in responsibilities.
    • Experience with techniques, methods, and procedures used in the preparation, analysis, and administration of public or institutional budget.


    Knowledge, Skills, Abilities & Leadership
    • Strong analytical and technical skills with high accuracy.
    • Proficiency with financial reporting tools (e.g., Questica, Peoplesoft).
    • Excellent interpersonal, verbal, and written communication skills.
    • Experience in developing financial forecasts and budgets.
    • Ability to quickly learn CSU and California financial policies and procedures.
    • Expertise in financial data analysis and public administration budgeting methods.
    • Lead diverse teams to support the operational mission and vision of employers by fostering an ethical, inclusive and collegial work environment.
    • Demonstrated ability to support ongoing improvement through courageous, resilient, and catalytic leadership.
    • Lead varying initiatives through a collaborative, service-oriented and communicative approach.
    • Demonstrated commitment to employee development, recognition, and accountability to further operational goals.


    Pay, Benefits, & Work Schedule
    • Salary is commensurate with knowledge, skills, and experience. The University offers excellent fringe benefits.
    • The anticipated HIRING RANGE: $120,000 - $125,000 per year, dependent upon qualifications and experience.
    • The position is currently hybrid (3 - 4 days in office, 1-2 days remote); however, this is subject to change based on student and/or operational needs.
