    About the Position:

    The Office for Civil Rights and Equity fosters and maintains a campus environment free from all forms of discrimination and harassment. We are searching for a driven, proactive, ethically minded individual with experience in conducting prompt and impartial civil rights investigations and upholding Title IX, Title VI, Title VII, and related laws. We seek an exceptional individual to join our team and advance our ongoing commitment as the Civil Rights Investigator (Administrator I). The ideal candidate in this role should have a positive attitude, an active, energetic mind, and a leadership style that is characterized by highly ethical practices and a commitment to diversity, openness, flexibility, integrity, and kindness.

    Reporting to the Deputy Title IX Coordinator and Senior Civil Rights Investigator and under the general direction of the Executive Director, the Civil Rights Investigator is responsible for conducting timely, thorough, and impartial investigations into alleged violations of the CSU Nondiscrimination Policy, including Harassment and Discrimination based on any Protected Status (Age, Disability, Gender, Gender Identity, Gender Expression, Genetic Information, Marital Status, Medical Condition, Nationality, Pregnancy or related conditions, Race or Ethnicity, Religion or Religious Creed, Sex, Sexual Orientation, and Veteran or Military Status), Retaliation, Prohibited Consensual Relationships, Sexual Harassment, Dating Violence, Domestic Violence, Sexual Exploitation, Stalking, and Sexual Misconduct/Sexual Assault.

    The Civil Rights Investigator will: develop a comprehensive investigation plan for each case; explain investigation procedures to involved parties, witnesses, and relevant members of the campus community; schedule and conduct interviews with Parties and witnesses; gather and organize evidence; ensure Parties’ rights are upheld throughout all investigation processes; ensure a well-documented investigative process by maintaining timely, accurate, and thorough records and notes of all investigatory steps; maintain up-to-date records in the case management database; prepare detailed, accurate written reports; make findings on policy violations when applicable (including credibility determinations and an analysis of the evidence); summarize the investigatory process at live hearings when applicable; create, organize, edit, and redact investigation files as appropriate; assist in departmental efforts related to internal and external audits and the fulfillment of document requests; maintain updated documentation of investigation practices; manage all procedures according to applicable privacy laws and CSU policy; and complete other investigation and resolution tasks as assigned. The Civil Rights Investigator will attend regular case management meetings and represent the department on select campus and CSU committees as appropriate. The Civil Rights Investigator will also review and prepare case files, maintain updated templates and materials, coordinate and assist with relevant investigation unit tasks, consult on CSU investigation and resolution processes, and co-investigate with another Civil Rights Investigator or representative from another relevant office. The Civil Rights Investigator must remain well-informed on Title IX, Title VI, Title VII, and related laws, campus and CSU systemwide policies, and best practices for conducting trauma-informed and compliant investigations.

    The Civil Rights Investigator will also support the department with other tasks related to compliance and community education. As such, the Civil Rights Investigator will: meet with campus partners to discuss ongoing compliance with CSU policy and strategies for collaboration; conduct presentations and trainings to inform students and employees on their rights, options, and responsibilities per CSU policy; and support the departments’ outreach and prevention efforts across the campus community. Other duties as assigned.

    Essential Qualifications

    Minimum of a bachelor’s degree from an accredited four-year college or university. A minimum of two years of full-time professional experience in Title VI, Title VII, or Title IX, related types of civil rights investigations, or other related work for an educational institution. Experience working with Maxient, Case IQ, or other similar database for case management. Exceptional communication and interpersonal skills, including the ability to be impartial and project impartiality as well as establishing rapport with a diverse range of community members. Demonstrated ability to exercise superior judgment with the ability to manage highly sensitive and confidential communications. Demonstrated commitment to serving a diverse population with cultural competence and sensitivity, as well as the ability to work with a wide range of constituencies including staff, students, faculty, administrators, and third parties with diplomacy and tact. Possession of strong organization and analytical skills. Ability to handle a significant caseload and manage multiple deadlines. Ability to build positive relationships and establish collaborative partnerships across the university.

    A background check (including a criminal records check) must be completed satisfactorily and is required for employment. CSU will make a conditional offer of employment, which may be rescinded if the background check reveals disqualifying information, and/or it is discovered that the candidate knowingly withheld or falsified information. Failure to complete the background check satisfactorily may affect the continued employment of a current CSU employee who was conditionally offered the position.

    Preferred Qualifications

    Master’s degree from an accredited college or university. Three years of experience as a Title VI, Title VII, Title IX, or civil rights investigator. Completed training and/or current certification in conducting investigations for allegations of discrimination, harassment and/or retaliation. Experience working with in a higher education environment. Experience with and/or knowledge of California and/or CSU civil rights investigation procedures.
