    Accountant/Auditor II

    SALARY INFORMATION

    Salary may be negotiable within the range listed above, based on position requirements and the successful candidate's qualifications, subject to appropriate authorization.

    OPEN TO THE PUBLIC

    This recruitment will establish an open eligible list that will be used to fill current and future Accountant/Auditor II vacancies. The current vacancy is with the Registrar of Voters however the eligible list established will also be used to fill positions throughout the County of Orange.

    REGISTRAR OF VOTERS

    The Orange County Registrar of Voters (ROV) is a nationally recognized and award-winning agency, responsible for conducting elections, verifying petitions and maintaining voter records in the County of Orange. The Printing and Graphics Department, a division of the Registrar of Voters, serves the critical role of printing, copying and bindery needs of the ROV and other County departments. The production facility, located at 1300 South Grand Avenue in Santa Ana, is certified by the CA Secretary of State for printing of election ballots and is responsible for printing vote by mail ballots for more than 1.9 million registered voters each election. In addition to supporting the election printing needs of the ROV, the Printing and Graphics Department also supports the printing needs of departments such as Social Services, Health Care Agency, Probation, Sheriff, Clerk Recorder, County Executive Office as well as local cities and municipalities.

    THE OPPORTUNITY

    The Accountant/Auditor II’s primary responsibilities includes managing a $5 million annual billing via journal entries and invoices, payroll processing, accounts payable and receivable, reconciling all department reporting, and reviewing and processing mileage claim forms, as well as performing other office duties as needed/assigned.

    Key responsibilities include, but are not limited to, the following:
    • Assist with payroll processing, including reconciliations and reporting.
    • Assist with election-related estimates, such as preparing cost estimates, processing billings, and reconciling expenses.
    • Performing statement reconciliations, accounts receivable tracking, and preparing monthly billing.
    • Assist with auditing by compiling records, preparing reports, and ensuring compliance with financial policies.
    • Processing invoices and journal entries including verifying accuracy and resolving discrepancies.
    • Contributing to strategic financial planning development by gathering data, preparing analyses, and developing recommendations.
    • Providing general budget support.
    • Maintaining capital asset reporting and tracking.
    • Preparing and analyzing monthly profit/ loss analysis.

    This position will require to work overtime as needed during the election season, including weekends, weeknights, and/or holidays.

    DESIRABLE QUALIFICATIONS & CORE COMPETENCIES

    In addition to the minimum qualifications, the ideal candidate will possess at least one (1) year of experience with payroll processing or account reconciliation/billings. The ideal candidate will possess extensive knowledge and/or experience in the following core competencies:

    Technical Knowledge | Technical Experience
    • Analyzing data, define problem areas, draw logical conclusions, and analyze situations accurately and adopt an effective course of action.
    • Applying knowledge of mathematics in computing percentages, discounts, interest, profit and loss and other calculations performed in a financial operation.
    • Technical knowledge of accounting and auditing theory and principles.
    • Understanding methods and procedures involved in conducting audits of accounts and financial records.
    • Applying knowledge of Excel in utilizing functions such as pivot tables and v-lookup.
    • Plan, organize and direct a small audit program

    Problem Solving | Analytical Skills
    • Acting decisively and show good judgment within a professional ethical framework.
    • Applying mathematical techniques and concepts involved in collecting, organizing, interpreting, summarizing, analyzing and graphically presenting numerical data including statistical sampling techniques and flow-charting methods.
    • Working in a fast-paced environment, to multi-task, while handling and prioritizing multiple projects and to meet deadlines with accurate and complete work products.
    • Paying strong attention to detail and demonstrating a high level of accuracy.

    Oral | Written Communication Skills
    • Communicating effectively both orally and in writing, including preparing comprehensive, clear and concise accounting and auditing reports and financial statements.
    • Working effectively with various levels of organization, including staff, supervisors, and upper-level management.
    • Demonstrating strong verbal and written communications skills; writing with excellent grammar skills and articulating ideas in an organized and effective manner.
    • Communicating technical and complex information in a clear and concise manner.
    • Listening effectively to others and shares technical knowledge with others.

    RECRUITMENT PROCESS

    Candidates will be invited to participate in an online assessment covering job-related items. The candidates with the most competitive scores will be referred to the next step and notified of all further procedures applicable to their status in the recruitment.
    Based on the Department's needs, the selection procedure listed above may be modified. All candidates will be notified of any changes in the selection procedure .

    Eligible List
    Once the assessment has been completed, HRS will establish an eligible list of candidates. Candidates placed on the eligible list may be referred to a selection interview to be considered for present and future vacancies.
