EXAMPLES OF DUTIESManages, directs, coordinates, financial analysis, and research and analysis of major economic development, community revitalization, housing, workforce development, and neighborhood improvement projects and/or programs; administers grants; works with community and business organizations; negotiates and administers contracts and leases; and performs other related duties as required. REQUIREMENTS TO FILEBachelor's degree from an accredited college or university in Urban and Regional Planning, Public Administration, Business Administration, Economics, or a closely related field
(proof required)*. -AND-Four years of progressively responsible paid full-time equivalent experience directing and coordinating projects/programs in one or more of the following specialty areas:
- Affordable Housing Development
- Community Development
- Contract Management
- Economic Development
- Property Management
- Urban Planning
- Workforce Development
A Master's Degree in a related field may be substituted for up to one year of the required experience
(proof required)*.Additional experience offering specific and substantial preparation for the duties of the position may be substituted for the required education on a year-for-year basis.

DESIRABLE QUALIFICATIONS: - Understanding of the California Surplus Land Act;
- Experience in supporting marketing initiatives;
- Experience managing commercial district revitalization/business improvement, workforce development, tax-increment financing, and strategic planning;
- Experience with managing, directing, and coordinating financial analysis;
- Experience researching and implementing major economic development, community revitalization, housing, workforce development, and neighborhood improvement projects and programs;
- Experience writing, managing, directing, and coordinating grants;
- Experience collaborating with the community and business organizations, negotiating and managing contracts and leases;
- Experience researching, recommending, and implementing housing and economic development policy
- Experience with real estate transactions, pro forma development/review, and financial layering analyses for market-rate and affordable housing developments;
- Experience managing affordable housing developments from pre-development through construction and lease up;
- Experience preparing and presenting reports;
- Experience with reviewing construction progress and compliance with prevailing wage and Section 3 requirements;
- Experience with site audits;
- Experience working with funders;
- In support of the City's Language Access Policy, bilingual skills (Spanish, Khmer, and/or Tagalog) are desirable for some positions interacting with the public.

A minimum rating of 70 must be attained in order to pass the examination. Certification by score bands will be considered based on analysis of exam results. The resulting eligible list will remain in effect for at least one year. Screening of applicants will be conducted on the basis of application and required supplemental application submitted. Only those candidates showing the strongest backgrounds on the basis of comparative analysis will be invited to the examination process. Based on the number of applications accepted, the selection procedure may be changed. In the event a revision is necessary, the affected persons will be notified.
In accordance with Civil Service Procedure 3.38, all eligible veterans that successfully qualify on any or all open-competitive examinations shall receive an additional credit of ten (10) points that will be added to their original passing score. Disabled veterans passing the examination shall receive a credit of fifteen (15) points that will be added to their original passing score. (A copy of the veterans DD-214, Member 4 form indicating honorable discharge must be attached to the application at the time of filing.)
