    Job Description:

    Purpose:

    Under general supervision this position leads personnel assigned to the repair and maintenance of Advanced Meter Infrastructure (AM) water meters. Works on assignments that are complex in nature where considerable judgment and initiative are required in resolving problems and making recommendations.

    Duties, Functions and Responsibilities:

    Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
    • Reviews inventory and submits orders for parts and supplies.
    • Performs various technical and mechanical work functions associated with installation, repair, and maintenance of AMI water meters and water valves including testing water meters and fire hydrant meters. Interprets meters, gauges, maps, and profiles. Performs flow tests on water meters.
    • Verifies and documents meter readings and troubleshoots problems related to AMI meters.
    • Prepares, receives, reads, and completes various forms, correspondence, reports, and work orders.
    • Initiates customer contact to provide notification of planned work and answers customer questions.
    • Responds to customer service requests to include water shutoffs, AMI meter reads, and checks for leaks. Posts notices at physical locations. Reviews plans and specification of work assignments.
    • Leads data entry tasks. Operates a personal computer to enter, retrieve, review, or modify data, utilizing word processing, spreadsheets, databases, internet, email, and other software.
    • Operates a variety of equipment machinery and mechanical tools associated with the installation and replacement of water meters.
    • Lead grounds maintenance activity tasks ensuring proper restoration of property and cleanup.
    • Acts as a member of a confined space entry team and may serve as entrant, attendant, or team lead.
    • Leads and trains others on AMI software installations, programming, troubleshooting, diagnostics, inspections, and replacement of AMI meters and transmitting devices.
    • Leads and trains others on AMI meter inspections for damage and defects and performs mounting installations on various surfaces to include water meter lids, walls, and poles.

    • Knowledge of water meter maintenance.
    • Knowledge of Federal, State, and Local laws.
    • Knowledge of City practices, policies, and procedures.
    • Knowledge of safety practices and procedures.
    • Knowledge of and ability to work with technology, computers, and various software.
    • Knowledge of wire splicing and gel cap installation.
    • Knowledge and skills in pairing Bluetooth communication devices.
    • Knowledge of basic RF propagation transmissions.
    • Skill in oral and written communication.
    • Skill in handling multiple tasks and prioritizing.
    • Skill in data analysis and problem solving.
    • Skill in planning and organizing.
    • Ability to understand and follow written and verbal instructions.
    • Ability to lead and train others.
    • Ability to operate power tools.
    • Ability to establish and maintain good working relationships with other City employees and the public.
    • Ability to work in confined spaces up to one hundred (100) feet deep, requiring use of SRL Body Harness that supports up to two hundred eighty-three (283) pounds.
    • Ability to climb to heights of twenty (20) feet on ladders that support up to 300 pounds.
    • Ability to use SCBSA and operate other breathing apparatus and respirators.
    • Ability to lift and carry equipment and supplies weighing up to fifty (50) pounds unassisted.
    • Ability to work in hazardous environments with exposure to hazardous chemicals, solvents, and adverse weather conditions.
    • Ability to work various shifts, on-call, and call back hours.
    • Ability to meet and maintain driver eligibility standards detailed in the City of Austin Driver Safety Program.


    Minimum Qualifications:

    Graduation from an accredited high school or equivalent, plus five (5) years of experience in a field related to construction, maintenance, or operations including two (2) years of experience in water meter maintenance/repair, and two (2) years of progressive AMI metering field services experience.

    Licenses and Certifications Required:
    • A valid Texas Class "C" Driver License.
    • Requires Class D Water License issued by TCEQ at time of hire.
    • Class C Water Distribution License from TCEQ required before expiration of Class D Water Distribution License.


    Preferred Qualifications:
    • Experience with water meter repair, exchange, testing or reading experience with meters ranging from 5/8” domestic to 10” commercial water meters
    • Experience with AMI meter maintenance
    • Experience using the following equipment: air compressor, motorized pump, hand/power tools
    • Experience with computer maintenance management systems, Microsoft Office (Word, Excel & Outlook), and geographic information system programs


    Notes to Candidate:

    Position Overview:

    This position performs water meter maintenance to include AMI installation/programming, water meter testing, repair, exchanges, meter reading and first response leak inspections. This position coordinates and schedules meter related work with property managers, contractors, inspectors and customers.

    Pay Range:

    $26.86 - $32.43 per hour

    Position(s) will be filled at the following location:

    Days and Hours:
    • Monday - Friday: 7:30 AM - 4:00 PM
    • This position in considered essential and may require shift work, overtime, call back, holiday, and weekend work as determined by business needs.

    Retention Incentive Bonus:

    This position may be eligible for an Incentive Bonus of up to $3,000!

    $500 after 90 days.

    $500 after 180 days.

    $1,000 after 1 year.

    $1,000 after 2 years.

    Technical Licensure:
    • A valid Texas Class "C" Driver License
    • Requires Class D Water License issued by TCEQ at time of hire
    • Class C Water Distribution License from TCEQ required before expiration of Class D Water Distribution License


    Driving Requirement:
    • This position requires a valid Texas Class C Driver License or the ability to acquire one by your hire date. External New Hires must meet the City of Austin’s Driver Record Evaluation (DRE) requisite. To be considered for a driving position, applicants cannot have more than three moving violations or a total of six Driver Record Evaluation points within a period of thirty-six (36) months.


    Travel:
    • If you are selected for this position, and meet the Driver Safety Standards in the City of Austin Driver Safety Program, you may drive when necessary to multiple locations as part of your regular job duties. Otherwise, you are responsible for getting to and from these locations.


    Work Environment:
    • This position is in a heavy industrial setting and requires performing all duties associated with operating heavy equipment outdoors in all weather conditions including extreme heat, cold and rain. This position will include cross training in operations of various equipment. Position will require adaptability and willingness to change or modify workload on demand and multitask. Position requires working in environments which may have hazardous situations.


    Physical Requirements:
    • This position will require that you be able to perform the following essential job functions with confidence and with or without reasonable accommodations: carrying or lifting up to 50 lbs., pushing or pulling up to 50 lbs., sitting, standing, walking, lying, climbing stairs and ladders, reaching overhead, kneeling, crawling, stooping/bending, twisting, repetitive foot and hand movement, driving, grasping and squeezing, ability to wear personal protective equipment including a self-contained breathing apparatus, exposure to extreme weather conditions, atmospheric conditions, hazardous conditions, and very loud noise.


    Confined-Space Entry Requirements:
    • Candidates must be able to work in environments which may have hazardous atmospheres, or in confined spaces where there is limited or restricted means for entry and exit, or where the activities of an employee are hindered.
    • Candidates must be able to qualify for the Utility’s Respiratory Protection Program.
    • Candidates must be clean shaven to meet the Utility’s Respiratory Protection Program guidelines which requires the use of Self-Contained Breathing Apparatus (SCBA).


    Climbing Requirements:

    Candidates must be able to perform duties with confidence at sites where climbing heights of up to 50 feet is required on ladders that support weight as designated by work area.

    Essential Employee:

    This position has been designated as essential for the City of Austin. Essential positions maintain emergency services or provide public health, safety, utility services, and welfare of the community. In the event of a designated emergency, these positions will be called back or retained to assist with operations and recovery.

    Secondary Employment:
