    About the Position:

    Capital Programs and Facilities Management (CPFM) is committed to planning, developing, and maintaining a safe, sustainable, and high-quality learning and working environment for the campus community. Facilities Management provides oversight of university resources and assets and is responsible for the development of the University’s facilities, including land use planning, capital improvement, project development, construction, as well as facilities operations and maintenance, including custodial services, landscape services, building trade services, mechanical and electrical, and recycling services. We seek an exceptional individual to join our Environmental Health and Safety team as the Environmental Health Officer (Environmental Health and Safety Professional III). The ideal candidate in this role should have a positive attitude and an active, energetic mind characterized by highly ethical practices and a commitment to inclusivity, openness, flexibility, and integrity.

    Working independently under the general supervision of the Associate Director of Environmental Health and Safety (EHS) or designee, the Environmental Health Officer is the Environmental Health Officer and licensed Registered Environmental Health Specialist (REHS) of record for the Campus. Performs advanced work by exercising significant authority over the planning, developing, implementing, and maintaining the various environmental health/public health and safety programs necessary to ensure a safe and healthy environment for faculty, staff, students, and the general public. The Environmental Health Officer will serve as a subject matter expert and conduct routine inspections, follow-up inspections, complaint/incident investigations, and coordinate environmental health plan review for food and pool safety to ensure compliance with state laws and ensure the public's health and safety. The position provides direct support and consultation for industrial hygiene evaluations on campus, including identifying areas to evaluate and following up on complaints and incidents. Assist with routine fire code and fire prevention inspections, environmental sampling, medical monitoring, follow-up, and provide input and assistance with the Campus safety training program.

    The Environmental Health Officer will utilize federal, state, and local regulations to determine environmental health, occupational safety and health, and industrial hygiene compliance. Interact as needed with state and federal regulatory personnel to maintain compliance with existing and new laws. Work requires regular participation in planning and development activities. Independent determination of methods to meet programmatic or administrative goals as required. Provides consultation and expert advice to the campus community. Interact regularly with students and student organizations to provide professional guidance and mentoring. Assist with other programs within the Environmental Health and Safety Department as needed. Other duties as assigned.

    Essential Qualifications

    Equivalent to a bachelor’s degree in a related field and four years of relevant experience. Additional experience which demonstrates acquired and successfully applied knowledge and abilities shown above Environmental Health and Safety Professional Series - 7 may be substituted for the required education on a year-for-year basis. An advanced degree in a related field may be substituted for the required experience on a year-for-year basis. A professional certification may be required for some positions. Working independently under general supervision, performs advanced work by exercising significant authority over one or more environmental health and safety programs within the university. Demonstrates advanced discernment in selecting methods and techniques for obtaining solutions. Provides regulatory interpretation and technical advice and ensures compliance with federal and state regulations. In collaboration with management, assesses, formulates, and evaluates programs, policies, and procedures to enhance the well-being of the university community. Decision-making is based on environmental health and safety best practices; substantial environmental health and safety experience; advanced knowledge of relevant federal, state, and local regulations; and university policies, guidelines, and protocols. Work is focused on ensuring alignment with overall objectives. Handles multiple work priorities and may provide lead work direction with accountability for results.

    Thorough and advanced knowledge of an environmental health and safety specialty area including relevant regulations, standards, and best practices. Proven experience in leading and conducting complex safety audits, investigations, and risk assessments. Advanced problem-solving and analytical skills, with the ability to identify environmental health and safety risks and develop effective mitigation strategies. Advanced project management and organizational skills to plan, organize, prioritize, and manage the successful completion of initiatives and programs within time and budget constraints. w Advanced leadership skills to effectively collaborate with stakeholders and provide leadership, mentoring, and training to other environmental health and safety professionals. Advanced communication and interpersonal skills, to build partnerships and communicate effectively in a diverse environment. Ability to effectively present ideas and training and gain buying from stakeholders to adopt and implement requirements. Demonstrated competence in independently applying advanced judgment to resolve difficult and complex problems and issues. Advanced skill in applying environmental health and safety laws, regulations, and industry standards in the higher education sector. Ability to effectively lead, direct, train, and mentor other environmental health and safety staff. Advanced skill in using environmental health and safety software and tools.

    A background check (including a criminal records check) must be completed satisfactorily and is required for employment. CSU will make a conditional offer of employment, which may be rescinded if the background check reveals disqualifying information, and/or it is discovered that the candidate knowingly withheld or falsified information. Failure to complete the background check satisfactorily may affect the continued employment of a current CSU employee who was conditionally offered the position.

    Preferred Qualifications

    Bachelor's degree in physical science, occupational safety, public health, or a closely related field. Minimum of four years of experience in environmental health, risk management, industrial hygiene, or occupational safety field. Ability to interpret Environmental Health and Safety laws, regulations, and policies (federal, state, and university) necessary to conduct and administer health and safety programs. Demonstrate excellent interpersonal communication, leadership, and collaborative skills when working with coworkers, the campus community, federal, state, and local regulatory agencies, and the general public. Ability to use various industrial hygiene/occupational safety instruments, software, and computer hardware necessary for assessment, documentation, and tracking. Previous work experience in fire safety.

    License/Certifications

    A valid California driver's license.

    Registration as a California Registered Environmental Health Specialist (REHS) or possession of a valid letter of eligibility issued within the last 30 months from the California Department of Public Health certifying qualification to work as an Environmental Health Specialist trainee, is required for this position and must be submitted at the time of application. Continued maintenance of this registration is required for this position and continuing education required to maintain REHS registration will be funded by the campus.

    Asbestos Hazard Emergency Response Act (AHERA) and Lead I/A Certifications for sampling of asbestos and lead is preferred or will be provided.

    First Aid/CPR/AED training is preferred or will be provided.

    40-hour Hazardous Waste Operations and Emergency Response (HAZWOPER) training is preferred or will be provided.

    Occupational Safety and Health Administration (OSHA) 10-hour and/or OSHA 30-hour general industry certification is preferred or will be provided.

    This position will require the person to walk on campus, walk on paved, unpaved, uneven paths, roads, walkways, upstairs, ladders, reach, enter small spaces, kneel, squat, in areas such as offices, academic classrooms, laboratories, industrial areas, athletic fields, housing structures, parking structures, and retail food facilities; enter and monitor dusty, noisy, hot and cold areas or areas purported to contain unknown odors, smells, and/or chemicals. Position requires the use of state vehicles to perform work duties. Work in construction sites, laboratories, the University’s hazardous waste facility, and other campus work locations where chemical and physical hazards are present, including other extremely hazardous, radioactive, and biohazardous materials. Contact with these materials will require using appropriate personal protective equipment.

    May be required to work outside of normal business hours, including weekends and holidays. This position is based at the Cal State Fullerton campus and may require limited attendance at trainings, meetings, and/or conferences out of the area and away from the campus for several days. Provide 24-hour emergency response support during major incidents, including events involving hazardous materials/wastes, personal injuries, fires, and/or natural disasters.
