    The position reports to the Chief Administrative Officer and will lead process improvement initiatives for Austin Animal Services. Responsibilities include facilitating strategic planning sessions; developing, tracking, and reporting performance metrics; drafting and implementing operational procedures and technical training; and serving as the project manager for Austin Animal Services’ 5-Year Strategic Plan.

    Job Description:

    Duties, Functions and Responsibilities:

    Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
    • Leads multiple process improvement teams.
    • Develops project work plans, project management and periodic assessment.
    • Facilitates the development of stakeholder analysis and communication plans for process improvement teams.
    • Identifies, collects, and researches to complete data analysis.
    • Makes recommendations to project teams and recommends organizational change utilizing appropriate talent.
    • Advises process leaders and team leaders in defining/identifying key measurers and setting performance targets.
    • Develops and improves models and methodologies for the department.
    • Reviews and critiques the work of functional team staff.
    • Communicates project and program information to all levels of the organization.


    Responsibilities - Supervisor and/or Leadership Exercised:
    • May provide leadership, work assignments, evaluation, training, and guidance to others.


    Knowledge, Skills, and Abilities:

    Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
    • Knowledge of business strategies, objectives, planning, development and management processes and process improvement
    • Knowledge of performance measures Knowledge of applicable City of Austin, state and federal statutes, ordinances and codes
    • Knowledge of research methodologies, cost/benefit, analysis, statistics and financial models
    • Skill in communication in a variety of formats including: print communication, electronic format, presentations and telephonic
    • Skill in providing internal consulting services
    • Skill in project management methods
    • Skill in negotiation of projects and program initiatives
    • Interpersonal skills to engage all stakeholders and facilitate accurate requirements to capture and manage stakeholders' expectations
    • Ability to look at situations systematically
    • Ability to work independently and with teams
    • Ability to understand, interpret and apply detailed and complex information
    • Ability to manage implementation of recommendations


    Minimum Qualifications:
    • Graduation with a Bachelor?s degree from an accredited college or university with major coursework in a field related to the job, plus three (3) years experience related to the job.


    Licenses and Certifications Required:
    • None.


    Preferred Qualifications:
    • Experience leading strategic planning initiatives, large-scale process improvement efforts, and executing change management efforts across complex organizations.
    • Demonstrated experience with process improvement methodologies, including Lean Six Sigma or Agile, and a strong level of proficiency in applying these approaches to enhance operational efficiency.
    • Proficiency with process mapping software such as Visio or Miro, and expertise using the Microsoft Suite including Power BI and SharePoint.
    • Experience developing, analyzing, tracking, and reporting performance metrics to support data-driven decision-making.
    • Advanced project management expertise, including planning, execution, monitoring, and stakeholder coordination.
    • Skill in developing, documenting, and delivering operational procedures, technical training, and process guidance to diverse audiences.

    Salary: $71,630.00 - $95,529.00

    Schedule: Monday - Friday 8:00 a.m. - 5:00 p.m.

    City Government

    The City of Austin is a progressive, full-service municipal organization operating under the Council-Manager form of government. Austin has a 10-1 council system with an at-large Mayor and Council Members that represent ten districts. The Mayor and Council Members may serve in their respective seats for four years with a maximum of two consecutive terms.
