    The Position

    Employment Security Division (ESD) Program Specialists participate in statewide program development; interpretation of federal and State laws and regulations; program planning, budgeting, and quality assurance; and training development and presentation for programs related to unemployment insurance benefits, employer unemployment tax contributions, and workforce investment services.

    Incumbents possess a degree of knowledge and proficiency sufficient to perform work independently with little or no additional training.

    ESD Program Specialist 1 positions at the Department of Employment, Training and Rehabilitation perform journey-level duties in program planning, compliance, and quality assurance. This position will be located in the Reno EmployNV Career hub and serve as a supervisor in Northern Nevada within the State Veterans Unit, assisting the State Veterans Unit Program Manager in overseeing statewide services for veterans, service members, and their families. The incumbent will provide supervisory support to staff delivering veterans, National Guard Members, spouses, and families employment and training services. They will interpret and apply Department of Labor (DOL) guidelines, assist in program planning, budgeting, and quality assurance reviews, and draft reports, policies, and procedures to ensure compliance with state and federal regulations. In addition, the incumbent will provide technical assistance to staff, management, and community partners and monitor program quality and recommend corrective actions.

    To Qualify:

    In order to be qualified, you must meet the following requirements:
    Education and Experience (Minimum Qualifications) Bachelor's degree from an accredited college or university in business administration, public administration, social sciences or related field and one year of professional experience in planning, coordinating or administering a program which included interpretation of laws and regulations; development of program policy and procedures; development and implementation of program performance standards and objectives for providing services; applying complex laws and regulations; and writing business correspondence, documenting findings, and preparing summary reports or recommendations; OR graduation from high school or equivalent education and three years of professional experience as described above; OR two years as an Unemployment Insurance Representative III or Contributions Examiner III in Nevada State service; OR three years as a Workforce Services Representative III in Nevada State service; OR an equivalent combination of education and experience as described above. Special Requirements A pre-employment criminal history check and fingerprinting are required. Persons offered employment in this position will be required to pay for fingerprinting. The Examination Application Evaluation Exam The exam will consist of an application evaluation. In contrast, the State's lowest point (along the Colorado River) is only 470 feet above sea level. From majestic mountains to desert valleys, nature has endowed Nevada with diverse and unique ecosystems.
