Salary Range: $4,619-$6,928/month
Normal Work Days/Hours: Monday-Friday, 8:00 a.m.-5:00 p.m.

Responsibilities
The Electronic Health Record and Billing Manager will develop, manage, and implement processes for the collection, storage, and analyzing of patient data as well as oversight and management of all facets of the Department's medical billing. This includes timely and accurate claims processing and submission, revenue monitoring, and quality improvement initiative. Provide strategic and technical support to division and department management to meet goals and objectives of the clinical services and ensure data reporting and billing services comply with applicable state and federal regulations and guidelines. Manage the newly implemented electronic health record system by running reports, creating queries, and providing support to staff when needed.
Supervisory Responsibilities:
- May develop and lead the organization's health information privacy committee, task force, or similar group.
- Develops and provides training on patient data collection, storage, and analyzing.
- Provides supervisory oversight over the billing process.
Duties/Responsibilities:
- Develops workflows and processes for the collection, storage, and analyzing of patient data and data management.
- Oversees the operations of the Department's billing, encompassing medical coding, charge entry, claims submissions, payment posting, accounts receivable follow-up, collections, and reimbursement management.
- Analyzes billing claims for accuracy and completeness.
- Follow-ups on work queues or pending claims.
- Evaluates complex information systems for the purpose of program monitoring and evaluation, functionality, and reliability.
- Creates accessible reports of health data.
- Maintains contacts with other programs and divisions throughout the department to obtain and analyze additional patient information to document and process billings.
- Uses information systems and other data sources in collaboration with programs, policy development, research, and evaluation.
- Works with vendors, IT professionals, and program areas to develop systems requirements and plan, develop, and maintain health information systems.
- Evaluates the information technology system(s) shared by state and local agencies to identify system requirements and implement health information exchange data standards.
- Analyzes, summarizes, and/or reviews data including report findings, interpreting results, and making recommendations.
- Monitors and evaluates electronic operation processes and practices for quality and effectiveness and makes recommendations for improvement of program monitoring and evaluation, functionality, and reliability to meet objectives.
- Establishes protocols for collecting, retrieving, analyzing, and maintaining programmatic data across program areas.
- Prepares and analyzes accounts receivable reports and insurance contracts with the department's Financial Officer.
- Serves as a liaison between clinical staff and IT staff to support the information system.
- Performs other duties as assigned.
Qualifications
REQUIRES an accredited Bachelor's degree and 3 years of professional experience in business or public sector administration to include at least 2 years performing administrative and/or supervisory work involving more complex projects or programs; OR an equivalent combination of qualifying education and experience with at least 2 years performing administrative and/or supervisory work involving more complex projects or programs.
