    The Team Member We Are Looking for Will:
    Investigate and evaluate the use and distribution of resources and provide suggestions for improving operations and programs that affect the entire DHS enterprise.

    Essential Job Functions

    • Analyzes department services and recommends which services to contract out. Develops Requests for Proposals as needed. Receives and evaluates bids, selects vendors, and coordinates the transition of County programs to private vendors.
    • Researches and develops contracts with the private sector for the performance of major department-wide functions and services.
    • Negotiates with state or federal agencies to acquire grant funds. Then supports and persuades grantor officials to approve spending funds for purposes that differ from the original grant.
    • Represents the department in negotiating with the state covering various provisions of health service contracts.
    • Ensures that recommended changes in department programs and resolutions to operational problems increase the efficiency and effectiveness of deliverable services.
    • Act as a team leader of other analysts as needed.
    • Performs special assignments and projects, as directed.

    Requirements

    Requirements to Qualify:

    Option I-Four (4) years of experience in a staff capacity* analyzing and making recommendations for the solution of problems of organization, program, procedure, budget, or personnel.

    Option II-One (1) year of experience at the level of the County of Los Angeles class of Assistant Staff Analyst, Health Services** or higher.

    Desirable Qualification:
    Additional credit will be awarded to applicants whose experience exceeds the requirements of the option under which they qualified.

    Physical Class II:
    Light: This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10-pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.

    License:
    A valid California Class C Driver License or the ability to apply an alternative method of transportation when needed to carry out job-related essential functions.

    Special Requirement Information
    *For this examination, staff capacity experience involves assisting and supporting administration by doing research, analysis, and making recommendations to line managers on matters such as utilization of personnel, allocation of funds, workload and workload fluctuations, and programs and procedures for accomplishing work objectives.

    **Experience at the level of Assistant Staff Analyst, Health Services in the service of Los Angeles County is defined as assisting in research and analysis; making recommendations regarding the use and deployment of resources; and supporting the implementation and refinement of operations and programs in healthcare settings. Responsibilities include developing procedures and participating in policy formulation .

    You may still qualify even if your job title isn't exactly the same as the one listed in Option II. What matters is that your experience is at a similar level - meaning your job involves similar responsibilities, requires comparable skills and knowledge, and takes place within a similar organizational structure. Please provide a clear explanation of your experience to demonstrate that it is at the appropriate level, in your application.

    Out-of-class experience will not be accepted for this examination.

    Examination Content:

    The examination will consist of an evaluation of experience based on application information, the desirable qualification, and supplemental questionnaire responses, weighted 100%.

    Applicants must achieve a passing score of 70% or higher on the examination in order to be included on the eligible list.

    Eligibility and Vacancy Information:
    Applicants who passed the examination are placed on a list in the order of their score group for a period of twelve (12) months. Applications will be processed as they are received and placed on the list accordingly. We will use this list to fill vacancies in the Department of Health Services as they occur.

    No individual is allowed to participate in this examination more than once within a twelve (12) month period.

    Available Shift:
    Appointees may be required to work any shift, including evenings, nights, weekends and holidays.
