    The Water and Land Resources Division is at the forefront of King County’s efforts to protect and restore clean water and healthy habitat and strengthen the resilience of communities, environment, and infrastructure in the face climate change. We are a dedicated workforce of more than 400 supported by an annual budget of ~$250 million. WLRD has a strong track record of developing innovative strategies for protecting working farms and forests, restoring habitat, protecting water quality, and ensuring people have equitable access to green space. We reduce flood hazards, manage stormwater facilities, and reduce toxic threats.  Our Environmental Lab and Science section maintain high-quality data sets used in long term-water quality trend analysis and use Best Available Science to inform decision making.  We house three salmon recovery forums and support the Land Conservation Initiative, which will preserve our last, most important natural lands and urban green spaces over the next 30 years. Our forestry and agricultural programs help people protect their lands and support local food production.

    About the Role:

    This is an exciting opportunity for a Special Duty Assignment as a Senior Human Resource Analyst. We are seeking a seasoned human resource professional to join our HR Team in providing overall HR business partner support, with a focus on talent acquisition and HR Data Analytics. Our ideal candidate takes pride in providing superior customer service in a diverse and fast paced environment, works collaboratively with hiring managers on resolving human resource issues and meeting staffing needs, and is committed to leading innovation and process improvements.

    This position follows a hybrid work model, blending remote and in-person work.

WLRD has a strong track record of developing innovative strategies to protect working farms and forests, restore habitat, improve water quality, and provide county residents with equitable access to green space. We house the Land Conservation Initiative, which aims to preserve our last, most important lands. Our forestry and agricultural programs help individuals protect their lands and support local food production. We house four salmon recovery forums where we collaborate with scores of partners to plan, design, and build habitat projects. We partner with regional jurisdictions to help residents and businesses reduce the threats posed by production, use, storage, and disposal of hazardous materials. We are the primary service provider to the King County Flood Control District, contributing to flood preparedness and constructing and maintaining facilities that restore rivers and reduce risk. Our one true local service to unincorporated King County is stormwater management, protecting water quality, reducing flooding, and building and maintaining facilities. Finally, we provide regional science and laboratory services to an array of customers, maintaining high-quality data sets used to assess water quality and habitat trends, and provide Best Available Science to inform decision making. In two words, we are a watershed utility.?

    Job Duties

    What You Will Be Doing:
    • Serve as the lead recruiter responsible for overseeing recruitment and selection processes, ensuring work quality, and driving continuous process improvements.
    • Mentor staff members, assign tasks, monitor progress, and conduct workload reviews.
    • Advise management and staff on matters related to classification, compensation, employment regulations, and compliance with county code, union agreements, and employment law.
    • Analyze and interpret HR and recruitment data to develop metrics, dashboards, and reports that support data-driven decision-making, identify trends, evaluate program effectiveness, and inform workforce planning and process improvements.
    • Develop targeted recruiting strategies, incorporate Equity and Social Justice considerations, and craft job announcements while ensuring compliance with non-discrimination laws.
    • Manage multiple projects and coordinate the implementation of county-wide, departmental, and divisional initiatives.
    • Utilize software tools like Word, Excel, SharePoint, NEOGOV, and Peoplesoft to create, manage, and maintain documents, spreadsheets, and selection processes.


    Experience, Qualifications, Knowledge, Skills

    Qualifications You Bring:
    • Progressive experience in human resources with an emphasis on independently managing full-cycle recruitment and selection processes.
    • Experience analyzing HR or recruitment data to identify trends, develop metrics or dashboards, evaluate program effectiveness, or support data-driven decision-making.
    • Experience providing leadership to HR or recruitment staff, such as assigning work, mentoring team members, reviewing workload, or overseeing quality and performance.
    • Knowledge of employment regulations, classification and compensation concepts, and HR compliance requirements, including experience advising managers or staff on HR policies, union agreements, or legal considerations.
    • Experience applying equity, diversity, and inclusion principles in recruitment, workforce development, or HR decision-making, including reducing barriers and supporting equitable outcomes.
    • Experience coordinating or managing multiple HR, recruitment, or organizational projects simultaneously, including planning, prioritizing tasks, and meeting deadlines.
    • Proficiency using HRIS/ATS systems (e.g., NEOGOV, PeopleSoft) and productivity tools such as Word, Excel, SharePoint, and other platforms used to manage documents, data, and workflows.

    Supplemental Information

    Working Conditions:
    • Work Location: The Human Resources team works in a hybrid model, with days in the office as well as telecommuting. The ratio of remote to onsite work will be dependent on business needs and is subject to change. The primary onsite location is (EXAMPLE: King Street Center, 201 S. Jackson, Seattle, Washington 98104).

    Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

    King County has a robust collection of tools and resources to support working remotely. The individual selected for this opportunity will join an innovative and progressive team that is redefining how we work as we transition to the department's hybrid environment. Employees will be provided with a County-issued laptop and must maintain a home workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours.
    • Work Schedule: This full-time position works a 40-hour work week. The typical work schedule is generally 8:00 am - 5:00 pm, Monday through Friday.

    This position is exempt from the overtime provision of the Fair Labor Standard Act (FLSA) and is not overtime eligible.
    • Union Representation : This position is not represented by a union.
    • Duration: This recruitment aims to fill a Special Duty Assignment with an anticipated duration of 9-12 months
