    Position: Director of Investigations - State Operated Programs

    Reports to: Assistant Commissioner Division: Office of Special Education

    Classification: 12 Month, Full-time Professional Section: State Operated Programs

    Location: Jefferson Building, Jefferson City, MO Pay Range: P8

    Essential Functions:

    This is a full-time, twelve-month, professional position in the field of internal investigations. The incumbent must have the ability to perform the essential functions below either with or without reasonable accommodations.

    Conduct thorough investigations of suspected violations of state and federal law, administrative law, DESE, and State Operated Program policy violations or operating procedures. Maintain detailed and organized case files and investigative notes. Interview staff, purported victims, and other eyewitnesses. Review and analyze on-site layouts, witness statements, reports generated by another governmental agency or law enforcement, as well as any photographic, video, audio, or other technology-based evidence and information. Produce timely investigative analysis and reports in a factual and objective manner based on information learned from the investigation. Assist in developing training, guidance documents, policies, and statements related to program operations, practices, and procedures. Analyze investigations to identify program-wide issues and determine needs for targeted support, training, and mitigation strategies. Collaborate with State Operated Program administrators to create training to address issues identified through investigations. Establish and maintain collaborative relationships with partnering agencies who serve children and young adults with disabilities. Maintain strict confidentiality of all information related to investigations, preserving facts, statements, and other evidence for use in legal, criminal, or administrative actions. Consult with the Chief Counsel’s Office and the Office of Human Resources on all investigative findings. Other duties as assigned by the Assistant Commissioner of the Office of Special Education.

    EDUCATION & EXPERIENCE REQUIRED:

    ● Bachelor’s degree in Criminal Justice, Law Enforcement, Criminology, Business Administration, Social Sciences, or closely related field.

    OR

    ● Four or more years of

    ○ Progressive experience in administrative or criminal investigations with a federal, state, or county governmental entity, insurance, law enforcement office, military, public assistance, licensing, or private program which investigates and reports to a court authority, or closely related area.

    COMPUTER SKILLS: Proficient in Microsoft Office (specifically Word, Excel, Outlook, and PowerPoint),

    Experience in web design (Drupal)

    This position can be domicile in Jefferson City, St. Louis, Fulton, or Springfield, Missouri

    REQUIRED TRAVEL: This position is required to travel occasionally in-state or out-of-state. Mileage and

    other travel expenses will be reimbursed at the approved rate.
