DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS
This posting is for a Planner Manager position within the Traffic Engineering Group in Houston Public Works (HPW). We are a small, passionate group that works to promote traffic safety on the roads in Houston so that roads are safe for all users.
We collaborate closely with many partners, including the Houston Planning and Development Department, METRO transit agency, Houston Police Department, private developers, advocacy groups, and neighborhood associations to ensure that projects are coordinated. In this role, we can have significant impacts on a wide variety of significant projects in the 4th largest city in America. We also work directly with HPW’s maintenance groups and issue work orders to them for rapid roadway improvements to operations and safety.
This position will lead efforts of a small, dynamic group that leads the Design Concept Report (DCR) process for transportation-related capital projects and mobility studies. This team provides input for small area planning & design, and streetscape and corridor planning & design.
The successful applicant will have a good understanding of transportation planning principles and increasing multimodal needs. The Planner Manager will deal extensively and work closely with representatives internal and external to the Department and City to address existing transportation issues as well as to provide input into transportation improvement projects. The successful applicant should possess the qualities of an intuitive thinker and proactive problem solver, and the ability to see the broader picture and effectively communicate ideas as well as professionally challenge others’ ideas for the benefit of the City.
More specifically, the duties of the Planner Manager will include but are not limited to:
- Manages personnel in the review or implementation of planning programs, regulations, or ordinances.
- Performs highly-complex professional planning projects, research, and analysis.
- Assigns work to professional staff and ensures appropriate training is provided.
- Serves as a liaison to a broad range of community groups, government agencies, stakeholders, and appointed or elected officials.
- Advises various boards, commissions, elected or appointed officials, and department leadership on highly-complex planning issues.
- Oversees the resolution of highly-complex citizen and customer issues.
- Works closely with the public on planning programs, requirements, or ordinances.
WORKING CONDITIONS This position is physically comfortable; the individual has discretion about walking, standing, etc. May require walking on rough surfaces during on-site inspections and investigations
This is a Houston Public Works Management position at the Tier II Level.MINIMUM REQUIREMENTSEDUCATIONAL REQUIREMENTS Requires thorough knowledge of urban planning, development, and local government policies and procedures. Knowledge of this level is typically obtained through years of experience, demonstrated understanding of personnel management, and a Bachelor’s degree in Urban Planning, Architecture, Civil Engineering, Geography, Public Policy or an equivalent in-depth specialized training program that is directly related to the type of work being performed.
EXPERIENCE REQUIREMENTS Ten years of progressively responsible planning experience required, with at least one year in a supervisory or project manager capacity.
A Master’s degree in Urban Planning, Architecture, Civil Engineering, Geography, Public Policy or a closely related field may be substituted for two years of experience.

- Proficiency with Microsoft Office 365, including:
- Excel, Word, Outlook, Teams, SharePoint
- Proficiency with GIS
- Strong interpersonal skills, team player attitude, and the ability to establish excellent working relationships at diverse levels
