    This position may be filled at one of the three levels based on knowledge, skills, and abilities. The entry salary is posted above, with the Intermediate starting salary of $72,691.68, and a Senior starting salary of $78,506.88.

    If you do not meet the qualifications as listed in this posting, your starting salary will be below the stated minimum salary.

    The Missouri Department of Transportation is seeking two (2) Project Development Specialists - West Team to assist the Project Director and Deputy Project Director in the development of all aspects of the Design-build process for the Blue Springs to Odessa project. Design-build is a partnership with the industry to deliver the project goals by managing and allocating risks appropriately.

    These openings are for four of our CAREER-LADDER positions which offer the opportunity for career advancement without having to participate in the competitive selection interview process.     What you’ll do:

    • Write Design-Build contract documents, compile information for the development of the Request for Proposal document.
    • Review and score Statements of Qualifications and Proposals from potential design-build contractors.
    • Attend one-on-one meetings with shortlisted design-build contractors.
    • Serve as technical expert on the project.
    • Audit design plans, specifications, and special provisions.
    • Prepare required project documentation, check progress of contractors.
    • Complete audits based on Inspection and Testing Plan to verify the performance and accuracy of the Quality Control.
    • Review contractor schedule and monitor progress.
    • Review and payment of contractor invoices.
    • Negotiate and process change orders.


    All you need for success:

    Minimum Qualifications

    • Bachelor's degree in Engineering from an ABET-accredited college or university curriculum.
    • Certification to operate nuclear gauges may be required.
    • Substitution of experience for education may be allowed.


    Preferred Qualifications

    • Capable of, or willingness to quickly learn how to, develop Design-Build documents including an RFP, review highway/bridge plans, score contractor proposals and inspect a design-build project.
    • Be flexible and willing to find the “win/win” scenarios in construction issues.
    • Vision focused on safety and innovative tactics.
    • Desired qualities of all potential team members include positive attitude, strong communication skills, knowledge and understanding of engineering processes and standards, ability to maintain confidentiality, and the ability to build strong partnerships.
