THE POSITIONTo layout, assign, supervise, and participate in the work of street maintenance field personnel engaged in the maintenance and repair of streets, right-of- ways, and related construction work, and coordinate work performed by contractors.
SUPERVISION RECEIVED AND EXERCISED
General supervision is provided by Street Maintenance General Supervisor. Responsibilities include the direct and indirect supervision of street maintenance field personnel.
ESSENTIAL DUTIES AND RESPONSIBILITIESDepending on assignment, duties may include, but are not limited to, the following:
- Lay out, assign, supervise, direct, and participate in varied street construction and maintenance activities and
- Assist crews in the resolution of difficult work problems including the operation of any street construction equipment as necessary.
- Plan and assign work of outside contractors and coordinate the work of contractors and City crews.
- Estimate quantities and order materials and equipment.
- Direct operators of heavy mechanical equipment in street and other City facility excavation and pavement repair work.
- Inspect paving contracts, work in progress and the completed work of contractors.
- Evaluate street conditions for the computerized pavement maintenance system.
- Maintain work time, equipment, and material records; make reports on work performed by City crews and contractors.
- Contact citizens in regard to complaints.
- Conduct safety meetings.
- Supervise, train, and evaluate subordinates.
- Perform related duties as assigned.
QUALIFICATIONSKnowledge of:
- Methods, materials, practices, and equipment commonly used in the construction, maintenance, and repair of streets and parking lots, right of ways, and flood control facilities.
- Occupational hazards of the work and appropriate safety measures.
- The principles and practices of supervision, training, performance evaluation, disciplinary action processing, and employer-employee relations.
Ability to:
- Lay out, direct, and supervise the work of a crew performing skilled, semi-skilled, and unskilled activities in the construction, maintenance, and repair of streets, parking lots, and other City facilities.
- Establish, coordinate and maintain effective working relationships with subordinates, supervisors, utility and contractor personnel, and the general public.
- Accurately estimate time, material, personnel, and equipment needs for assigned projects.
- Keep records and prepare reports.
- Accurately use a calculator.
- Communicate clearly and concisely over the mobile radio system.
- Understand and follow complex written and oral instructions.
- Supervise, train, and evaluate subordinates.
EXPERIENCE AND EDUCATION
Experience:
Two years of experience comparable to a Street Construction Laborer or Street Construction Equipment Operator with the City of Sacramento or, if filled from the outside, four years of experience in street construction, maintenance, and repair, including six months of supervisory experience.

SPECIAL QUALIFICATIONS:
Driver License:
Possession of a valid California Class C Driver’s License at the time of appointment. Possession of a valid California Class A Driver License with appropriate endorsements and without an airbrake restriction must be obtained during probationary period; and is required as a condition of continued employment. Loss of the license, or endorsements, is cause for discipline. Individuals who do not meet this requirement due to a physical disability will be reviewed on a case-by-case basis.
Assessment:
If considered for appointment, candidates must pass a pre-employment drug test.
PROBATIONARY PERIOD:
Employees must complete twelve (12) months of probation at a satisfactory performance level prior to gaining permanent status.
Residency Requirement:
Employees in this classification must reside within thirty-five (35) air miles from the freeway interchange at W-X Streets, 29th-30th Streets within one year following appointment.

2. Training and Experience Exam : (Weighted 100%) - The questions located at the end of the application are the Training and Experience (T&E) Exam. Responses to the T&E questions will be rated and scored. This exam will evaluate the relevance, level, and progression of a candidate's education, training and experience. The exam score will determine your ranking on the eligible list for this job. When completing the T&E questions, please note:

3. Eligibility : Candidates who pass the Training and Experience Test will be placed on the eligible list. The hiring department may contact candidates for interview at any time during the life of the one-year list. Candidate’s eligibility expires one year from the date of notification of a passing score for the Street Maintenance Supervisor examination.
4. Screening Committee : (Pass/Fail)- All candidates that pass the examination and are in one of the top three ranks will have their application forwarded to the hiring department for review. The hiring department will select the most competitive applications for further consideration. Human Resources will only evaluate employment applications for the minimum qualifications, as stated on the job announcement, for applications selected by the hiring department.
5. Conditional Hire: Upon receipt of a conditional offer, the selected candidate must complete and pass Live Scan/ fingerprinting ; review by Human Resources, a pre-employment medical exam, controlled substance and / or alcohol test, and possess any required licensure or certification prior to receiving a start date from the Department. Failure to meet these prerequisites will be grounds for withdrawal of your conditional offer of employment.
