DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS Administer the City’s FEMA Community Rating System Program (CRS) for flood insurance discounts and proactively develops a plan for improving the City’s CSR rating. Must be familiar with the National Flood Insurance Program and the community’s floodplain management activities. Develop and implement the City’s Flood Risk Program for Public Information (PPI) and Project Management Plan (PMP). Conduct meetings with stakeholders, city staff and public. Prepare floodplain/flood outreach projects. Assemble, coordinate, and maintain the documents for the community’s CRS application, modification, cycle verification visits and annual recertifications. Complete and sign the community’s CRS Activity Worksheets. Coordinate verification 10 visits with the ISO/CRS Specialist.
WORKING CONDITIONS The position is physically comfortable. The individual has discretion about walking, standing, etc. There are no major sources of discomfort, i.e., essentially normal office environment with acceptable lighting, temperature and air conditions.
This is a Department of Public Works & Engineering Emergency Management position at the Tier III Level.MINIMUM REQUIREMENTS MINIMUM EDUCATIONAL REQUIREMENTS Requires a Bachelor's degree in Business Administration, Public Administration or a field directly related to the type of work being performed.
MINIMUM EXPERIENCE REQUIREMENTS Three years of professional experience in community organizational work, resource and referral services, or a closely related field are required.
Professional experience related to the type of work to be performed may substitute for the education requirement on a year-for-year basis.
Graduate degrees related to the type of work to be performed may substitute for the experience requirement on a year-for-year basis.
MINIMUM LICENSE REQUIREMENTS None
PREFERENCES**Preference shall also be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.**Preference shall be given to applicants who have experience in floodplain management.
Certified Floodplain Manager Certification preferred or willing to obtain a Certified Floodplain Manager Certification within six (6) months of being hired.
GENERAL INFORMATION SELECTION/SKILLS TESTS REQUIRED The selection process will involve application review and/or interview. The department may administer skills assessment test.
