The Housing and Community Development Specialist II (HCDS II) is considered a highly skilled practitioner who serves as prime resource persons and innovators, requiring skills, knowledge abilities responsible for independently conducting high level research, analysis, document development, technical assistance and review and development and implementation of programs and policies up to the greatest scope, based on extraordinary project responsibility and program sensitivity.
Under general direction of the Planning Grants & Incentives Manager, the HCDS II independently conducts high-level research, analysis, document development and review, technical assistance and development and implementation of programs and policies up to the most critical and sensitive issues of a greater scope that impact housing, which may include housing element review and implementation, program development and implementation, land use and planning, climate change, transportation, and housing for special needs populations, including homelessness and other related topics. Serve as a conduit between the Division and a wide variety of external stakeholders.

Under California Government Code Section 14200, this position is eligible for hybrid telework and may be eligible for full-time remote work in some circumstances and/or time-periods, at the sole discretion of the Department. This is subject to change if HCD's criteria is met.

- Experience working with housing elements, land use and program development and relatable technical assistance, policy preparation, analysis and implementation.
- Experience in the planning, entitlement and permitting phases of state, regional and local government land use - either as a land use planner, consultant, or other representative.
- Experience in land use planning, housing and community development, general plans, zoning, California Environmental Quality Act (CEQA), affirmatively furthering fair housing and related laws.
- Experience with project management or leading teams or independently carrying out special projects.
- Experience reviewing, analyzing and communicating (written, verbal, and inter-personal) and presenting to a variety of internal and external stakeholders; experience with public engagement.
