Summary/Class CharacteristicsEmergency Medical TechnicianThe City of Petaluma is currently recruiting to fill two (2) full-time Emergency Medical Technician (EMT) positions and various part-time EMT positions within the Fire Department. Please note that while the full-time EMT positions work 40 hours per week and are fully benefited, the part-time positions are not benefited and hours worked will vary, but typically do not exceed 20 hours per week. This recruitment will establish an eligible list that may be used to fi ll any full-time or part-time vacancies that occur within the next twelve (12) months .
The full-time EMT position offers a generous benefits package and many special pays and incentives. These include but not limited to:

SummaryRespond to medical emergencies, and other emergency and non-emergency situations, and take appropriate action to protect life, including basic life support protocols when merited. Participate in staff and department readiness preparations. Engage with the public as assigned for the purposes of health and safety education and goodwill outreach. Perform various staff support assignments including administrative assignments, training, and supporting less experienced ambulance partners.
Class CharacteristicsThe non-firefighter, non-fire suppression position of Emergency Medical Technician (EMT), is a single role class that works under the direct supervision of a higher-level supervisor or manager. The primary responsibility of the EMT is to provide basic life support (BLS) care and transport of patients as a component of the City of Petaluma’s 911 Emergency Medical Services (EMS) System.
An EMT is required to be able to make critical decisions that impact the safety, well-being, or life of patients and members of the Department in stressful situations. The EMT is expected to execute sound judgment that demonstrates the highest of ethical and moral standards in the performance of job duties and other situations with and without explicit direction.
DutiesDuties:
Render basic life support (BLS) and first aid.
Respond to both emergency and non-emergency requests for assistance.
Assess each Emergency Medical Services (EMS) situation to determine best course of action and appropriate protocol.
Provide pre-hospital emergency care.
Perform cardiopulmonary resuscitation, including the use of mechanical adjuncts to advanced cardiopulmonary resuscitation and automated external defibrillators.
Use various types of stretchers and body immobilization devices.
Lift patients into ambulances using proper equipment and safely operate a gurney in emergency and non-emergency situations; transport patients.
Utilize medical equipment and procedures including oxygen, airway equipment/airway bag, splints, bandages, and other procedures as required to provide basic medical care within the EMT-B Scope of Practices.
Operate City-owned ambulances and other City vehicles as directed, including driving to and from medical emergencies as part of the ambulance transportation team.
Communicate with dispatchers or treatment center personnel to provide information about situation, to arrange reception of patients, or to receive instructions for further treatment.
Manage patients within scope of practice.
Administer emergency medications within scope of practice per Coastal Valleys EMS Agency.
Coordinate work with other emergency medical team members and/or public safety personnel.
Collect and document patient billing information per City policy and the Coastal Valleys EMS Agency.
Clean and decontaminate equipment including but not limited to, ambulance and EMS equipment including decontamination of ambulance interior following treatment of patient with infectious disease.
Maintain and restock inventory of ambulance and station EMS supplies through logistics orders.
Perform preventative maintenance inspections (PMI) on assigned apparatus and medical and communication equipment.
Follow all federal, state, local, and City laws, regulations, protocols, and policies including the Health Insurance Portability and Accountability Act (HIPAA) and Coastal Valleys EMS Agency protocols.
Attend training classes to maintain certification licensure, keep abreast of new developments in the field, or maintain existing knowledge.
Perform related duties as assigned.
QualificationsKnowledge of:
Principles, procedures, techniques, and equipment of modern EMS.
Medical, legal, and ethical issues associated with EMT-B responsibilities.
Body mechanics, safe lifting and carrying techniques, and principles of moving patients.
Principles and practices of effective communication in a variety of situations.
Basic principles and practices of emergency medical care at the BLS level.
Patient assessment practices associated with providing emergency medical care.
Techniques and practices used for immobilizing patients for safe transport.
Practices of emergency vehicle operations.
Principles and practices of EMS protocols.
Interagency emergency operation protocols.
Map reading.
Operation of radios, computer-aided dispatch (CAD) per Department protocols.
Safety practices and precautions pertaining to the work.
Basic computer usage for data entry, report writing, and medical information retrieval.
Education and Experience
Any combination equivalent to the education and experience likely to provide the required knowledge and abilities would be qualifying. A typical way to gain such knowledge and abilities would be:
Equivalent to graduation from high school
ANDPrior ambulance experience working as an EMT; at least one year of experience working on an ambulance is desirable.
Certifications/Licenses:
Possession of a valid California Class C driver’s license with a satisfactory driving record.
Possession and maintenance of an Ambulance driver certification.
EMT certification, either through the National Registry or State of California. Must maintain local certification requirements including continuing education requirements.
EMT certification through the Coastal Valleys EMS Agency of Sonoma is required within 2 months of appointment.
Additional Requirements:
Must be willing to work shifts as structured in the Fire Department.
Physical Demands and Working EnvironmentWhile performing the duties of this job, the employee is regularly required to sit, stand, walk; use hands to palpate, handle, or feel; reach with hands and arms; lift, push, pull and carry 120 pounds; talk and hear; taste and smell. The employee is occasionally required to stoop, kneel, or crouch. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus. While performing the duties of this job, the employee is regularly exposed to outside weather conditions; works in slippery and/or uneven surfaces; and around moving objects, vehicles, and machinery with moving parts. Subject to vibration while performing essential functions. Frequently exposed to bodily fluids and infectious pathogens. Occasionally exposed to solvents and other chemicals. The noise level in the work environment is usually loud. In addition to regular and reliable attendance, this position may be called out to work during odd and unusual hours.
