About David Whicker

David Whicker serves as the Chief Information Officer for Rockingham County, North Carolina. In this role, he is responsible for the departments of Information Technology Services, GIS, and Public Safety. Whicker joined the County in 2010 and has over 15 years of Information Technology experience serving in both the private and public sector. Mr. Whicker is a contributing author of CIO Leadership for Public Safety Communications: Emerging Trends and Practices from the Public Technology Institute. He most recently was appointed Vice-Chair of the Telecommunications and Technology Steering Committee & Cyber Security Task Force with NACo. As an experienced Information Technology leader, he has a passion to see government operate efficiently and effectively through industry best practices, process improvement methodologies, and Information Technology solutions.
