Under general direction from the Public Works Director, the purpose of the position is to plan, assign, and coordinate the activities, operations and resources of the City’s Water Division and the Port Hueneme Water Agency (PHWA). Positions in this class plan, manage and participate in division operations, equipment, and facilities; supervise subordinate staff; review and analyze operations; prepare statistical, operational and other managerial reports; and manage the acquisition and use of division resources.
 

Job Description

Plans, organizes and directs the operation and maintenance of the City's and PHWA’s water systems that includes production, treatment, and distribution, meter reading, customer service and water conservation. Directs and participates in the development and implementation of goals, objectives, policies and procedures; recommends the purchase of equipment and materials; prepares cost estimates for water system construction and operation activities.
 
Maintains a variety of records pertaining to labor and material costs; reviews and analyzes expenditures and operations reports to determine fiscal/staff requirements for cost savings; and identifies opportunities for efficiency improvements for the division and PHWA. Prepares recommendations on findings for evaluation.
 
Participates in the preparation and implementation of the division and PHWA budget; and monitors all expenditures; Recommends capital expenditures for acquisition of new equipment in order to improve efficiency, safety, and effectiveness.
 
Maintains overall operational responsibility of City and PHWA facilities. Coordinates and/or supervises operations, maintenance and activities involving other agencies and departments.
 
Plans, organizes and coordinates water production and distribution activities and maintenance, construction and installation work. Performs short and long-range planning and administrative review of maintenance, construction, operation and acquisition of the City's and PHWA’s water distribution and production equipment.
 

Job Requirements:

Requires a Bachelor's degree in water science, treatment management, public administration, or a related field; supplemented by five years of progressively responsible water utility operation, administration and maintenance experience; or an equivalent combination of education, training, and experience.
 
Must possess a T-4 Water Treatment Certificate and a D-3 Water Distribution Certificate issued by the California State Water Resources Control Board. A T-5 Water Treatment and D-4 Water Distribution certificates are desirable.
 
Knowledge of current water issues, trends, and policies.  Knowledge of principles and practices of planning, implementing and managing water treatment and distribution operations and services; policies, regulations and requirements that govern water treatment and distribution services; and membrane treatment technologies such as reverse osmosis and nano-filtration processes.
 
Knowledge of general management and administrative policies and procedures, to include budget administration, resource management, and supervisory principles and practices.
 
Ability to plan, organize, coordinate and implement water treatment and distribution services and related programs and operations; manage assigned budgets and program resources; and ability to supervise staff.

Additional Information

This is an at-will position. The City’s current retirement plan for non- public safety employees is CalPERS 2.7% @ 55 with single highest year for “classic” employees. The City will implement legislative provisions of the Public Employees Pension Reform Act (PEPRA) passed January 1, 2013 as it pertains to the selected individual. The City of Port Hueneme participates in the Social Security System.
 
Salary:   $87,886-$114,252 annually
CalPERS Retirement: City-paid employee contribution; 2.7% @ 55 for “classic” employees
Medical/Dental/Vision: City pays up-to $1,000 in benefit credits to be used toward medical, dental, and vision plans
Life Insurance: $100,000
Annual Leave: Generous accrual schedule beginning at 180 hours/year with annual cash-out provisions
Admin Leave:  27 hours per year
Holidays: 11.5 holidays per year + 1 floating holiday
