THE POSITION The City of Ventura Water Department is looking for a Utility Billing Specialist - Senior Utility Billing Specialist to join the team. We are seeking detailed oriented candidates who are dedicated to meeting customer expectations and requirements. This is a great entry level position for candidates with customer service experience and customer billing, clerical accounting experience or college level coursework in accounting, finance, business administration or the like. WHAT YOU’LL DO Reporting to the Utility Billing Supervisor, the Utility Billing Specialist - Senior Utility Billing Specialist is key to providing front line customer care and accounting work to Ventura Water customers daily. This team member handles a high volume of customer inquiries from open to close and is responsible for providing information and assistance to the public by phone, mail, and computer. Additionally, this Utility Billing Specialist performs detailed clerical work, maintaining water and wastewater billing accounts and processing billing. Utility Billing Specialist is the entry-level class in the utility billing series. At this level, Specialists are expected to perform the more routine and less complex customer care and maintenance of customer accounts related to utility billing while receiving technical and functional direction and training. Positions are flexibly staffed, and Utility Billing Specialists are expected to advance to the Senior Utility Billing Specialist classification upon obtaining the required experience and demonstrated proficiency in performing the assigned functions. Senior Utility Billing Specialist is the journey-level class in the utility billing series. This class performs the full range of customer care and maintenance of customer accounts in support of utility billing. Senior Utility Billing Specialists work with occasional instruction/assistance and are fully aware of the operating procedures and policies of the work unit. Obtain Wastewater or Water Treatment Plant Operation Specialist Certification from California State University Sacramento Office of Water Programs. Complete 40-hour HAZWOPER training. Complete CPR/AED training. Complete all necessary safety training as written in performance plan or assigned. Complete 2,000 hours of on the job contact training hours as specifically detailed in assigned Performance Plan. Must maintain performance level achieving all performance expectations as outlined to remain within the Apprenticeship Program and be eligible for assignment to the position of a Water or Wastewater Treatment Plant Operator II. Water Assignment: Must obtain a Grade I operator certification from the Arizona Department of Environmental Quality within the discipline of Water Treatment within 12 months of hire or promotion. Wastewater Assignment: Must obtain a Grade I operator certification from the Arizona Department of Environmental Quality within the discipline of Wastewater Treatment within 12 months of hire or promotion. Essential Functions Performs duties and responsibilities commensurate with assigned functional area within a Division which may include, but are not limited to, any combination of the following: Maintains and operates plant equipment and processes related to water or wastewater treatment systems on an assigned shift. Prioritizes activities between the different treatment processes and systems, including the operation of valves, gates, pumps and machinery manually, locally in automatic mode or remote via computerized control strategy. Samples and analyzes influents/effluents, source water/product water, feed water and permeate to detect quality variations, interpret laboratory results, reading sheets, process tests, computerized data and information trends to identify variations in flow and water quality and make appropriate changes. Oversees operation of an assigned treatment facility to maintain day to day operation necessary to meet all required Local, State and Federal regulations pertaining to the production of reuse, ground injection or potable water and comply with prescribed operating and safety standards. Uses a variety of standard testing procedures to determine problems and any adjustments needed in the treatment process. Conducts tours of facilities; responds to plant emergencies; and maintains a safe, clean and orderly work environment. Performs and assists maintenance staff and basic facility maintenance of assigned facility as directed. Drives a city vehicle between the different treatment facilities and systems to operate and maintain plant equipment and processes, including the operation of valves, gates, pumps, and machinery manually, locally in automatic mode as well as remote via computerized control strategy. Work around or uses potentially hazardous materials requiring the use of specialized equipment. Ability to lift and carry materials weighing up to 50 pounds for distances up to 25 feet. Perceive and discriminate colors or shades of colors, sounds, odor, depth and visual cues or signals. Exert moderate, though not constant physical effort, typically involving some combination of climbing and balancing, stooping, kneeling, crouching and crawling, climbing stairs, lifting, carrying, pushing and/or pulling. Visual and muscular dexterity to operate a motor vehicle, equipment, hand tools and computer. Seldom sedentary and includes walking or moving. Work sometimes involves climbing elevations; requires moderate muscular exertion and lifting. Moderate exposure to dirt, dust, pollen, odors, wetness, humidity, rain, temperature and noise extremes, fumes, hazardous materials, machinery, vibrations, electric currents, traffic hazards, water hazards, bright/dim light, toxic agents, disease or pathogenic substances.
