EXAMPLE OF DUTIES Plans, organizes, trains, assigns, reviews and evaluates the work of assigned staff involved in evaluating permit applications, auditing and performing source emissions tests, monitoring emission and toxic reporting, or performing other engineering work, prepares performance appraisals, and provides technical and administrative supervision, support, coaching and guidance, as necessary, in any of a variety of staff program functions; and performs the more difficult or complex engineering assignments and special projects. Reviews Permits to Construct and Permits to Operate and forwards recommended denials or the most complex permits for further review and final action; approves or disapproves source test protocols and reports; and reviews or performs complex engineering calculations and analyses of the design and operation of various industrial processes and air pollution control equipment to quantify and/or assess air emissions impact. Provides technical guidance and rule interpretation to engineers and other professional and technical staff; and reviews staff recommendations with respect to permit applications, source emissions testing, technical reports, or other engineering matters. Meets with business and industry representatives and consulting engineers to discuss permit application evaluations and suggest modifications required in correcting design deficiencies to conform with South Coast AQMD rules and regulations. Oversees the design and selection of source emissions test methods and reporting requirements, the review of test results for adequacy and accuracy, and the evaluation and approval of continuous emission monitoring systems (CEMS). Designs, directs, and evaluates audits of various technical activities; and acts as project manager and supervises staff in completing various technical and administrative projects. Testifies as a technical expert at public hearings, court hearings, and before the Hearing Board. Acts for a higher-level supervisor, as needed. MINIMUM AND DESIRABLE QUALIFICATIONS DESIRABLE QUALIFICATIONS: In addition to the Minimum Qualifications which follow, the most competitively qualified candidates will possess: Extensive knowledge of South Coast AQMD rules and regulations. Knowledge of and/or experience with the technical aspects of reviewing, proofreading and approving permit and engineering evaluation reports, technical documents, compliance plans or other air quality related reports, and documents. Ability to monitor and track rule and documents deadlines, permit backlogs, and status reports. Lead-level experience overseeing complex permitting and/or rule-related projects, requiring the ability to plan and develop goals/objectives, establish timelines, monitor and track work output (including permit backlog) to ensure deadlines are being met, and provide regular status reports to supervisors. Experience or demonstrated ability to perform training, coaching, and mentoring of both new and journey-level engineers. MINIMUM QUALIFICATIONS: EDUCATION: Graduation from an accredited college or university with a bachelor's degree in chemical, mechanical, environmental, metallurgical, petroleum, or other related engineering field. EXPERIENCE: One year as an AQ Engineer II at South Coast AQMD. Equivalency may be demonstrated with more than 3.5 years in an air quality engineering role . SUBSTITUTION: An advanced degree from an accredited college or university in one of the above-listed engineering disciplines, or other related engineering field, may substitute for up to six months of the required experience. Firefighter/Paramedics work a 24-day work period based on a 48/96 work schedule which begins with the start of the A shift 48/96 schedule. The 56-hour (average) workweek schedule consists of two consecutive 24-hour work shifts (48 consecutive duty hours) followed by four consecutive calendar days off (96 consecutive hours off duty). Salary rates for Firefighter/Paramedics on the 24 shift schedule are as follows: Hourly: $21.58 - 26.23; Monthly: $5,237.56 - $6,366.29; Annually: $62,850.72 - $76,395.48. DEPARTMENT OVERVIEW: Tulare Fire Department is comprised of two divisions: Administration and Fire Suppression. ADMINISTRATION DIVISION: Tulare City Fire Department is responsible for enforcing local, state and federal fire safety laws. The Prevention Bureau within the admin division, achieves this by conducting annual fire & life safety inspections of all existing buildings that are open to the public. The prevention bureau performs plan reviews for safety compliance of all new commercial, industrial and multi-residential structures. Plan review consists of checking plans for fire safety features such as: fire sprinkler, and fire alarm plans. The prevention bureau is also very involved with the storage and sale of safe & sane fireworks, as well as large public gatherings most notably the World Ag Expo. SUPPRESSION DIVISION: The Fire Suppression Division consists of forty-one (40) uniformed personnel. The primary responsibility of the fire suppression and first responder units are to respond to fire, emergency medical, rescue, and life safety emergencies within Tulare. Emergency Services are delivered through four (4) in-service fire companies from three (3) strategically located fire stations within the city. Three of the fire companies are staffed with three personnel (captain, engineer, and firefighter/paramedic) and one patrol unit is staffed with two personnel (captain and engineer/paramedic). A division chief is on duty each day to perform as an incident commander, supervise fire suppression activities, and provide personnel supervision. POSITION OVERVIEW Under general supervision, responds to fires, medical emergencies, hazardous materials incidents, rescues and other emergency and non-emergency situations; participates in all other suppression, prevention, inspection, education, and related activities to protect life and property; performs fire station and apparatus maintenance; serves in specialized departmental roles as assigned; provides information and assistance to the public; and performs other duties as required. SUPERVISION RECEIVED AND EXERCISED Receives general supervision from a Fire Captain or assigned supervisor. Exercises no direct supervision over staff. CLASS CHARACTERISTICS This is the working-level class in the fire service series that performs all normal fire suppression, basic medical emergency, hazardous materials, and other emergency response activities. The nature of the work performed requires an employee in this class to establish and maintain effective working relationships with all others contacted in the course of work and requires the ability to perform heavy physical work at potential risk to health and safety.
