The Placer County Sheriff's Office is currently accepting applications for Dispatch Services Manager to plan, organize, direct, and manage public safety dispatch activities within the Sheriff's Office. Analyze and troubleshoot multiple communication systems; refer significant communication systems failures to the proper source of service; consult with vendors regarding communication services equipment and techniques; assist in systems analysis and make recommendations for efficiency. Manage and maintain Peace Officer and Standards Training (P.O.S.T.) requirements for staff within the Dispatch Unit. Perform specialized research and analysis of Dispatch Unit data to assist in the legal defense of the County arising from emergency services; prepare statistical data and appear in court, when necessary. Build and maintain positive working relationships with co-workers, other County employees, vendors and the public using principles of good customer service. Represent the Placer County Dispatch Unit to outside agencies, vendors, and organizations; participate in outside community and professional groups and committees; provide technical assistance as necessary. Act as liaison with federal, state, and local governmental agencies regarding dispatch and emergency communication services matters; coordinate the operation of the Dispatch Unit with other user agencies and ensure proper compliance. Act as the Sheriff's Office CLETS Coordinator for the Department of Justice (DOJ), ensure agency compliance, and perform on-site audits, as necessary. WORKING CONDITIONS Work is typically performed in an indoor dispatch center environment with controlled temperature conditions and varying noise levels and may require travel to and from locations in a variety of outdoor weather conditions. Under general supervision of the EMS Captain, Emergency Medical Services Coordinators manage and oversee all aspects of the City's Emergency Medical Services (EMS) Program within the Fire Department; develop, recommend, implement and evaluate objectives, policies, procedures and operating standards; administer, coordinate, evaluate and participate in the technical and administrative operations of the Emergency Medical Dispatch (EMD) Program within the public safety dispatch center; and perform related work as required. Work Performed Duties include but are not limited to the following: Oversee and monitor EMS program operation and personnel for compliance with state and local laws and regulations; evaluate legislation as it pertains the EMS program; perform contract compliance audits as necessary. Review, monitor and revise continuing education program course content to ensure employees meet state and national requirements; conduct and/or schedule and coordinate training. Develop, administer and monitor the EMS program budget; participate in the forecast of funds needed for equipment, material and supplies; coordinate the maintenance and replacement of EMS equipment; purchase equipment, materials and supplies as necessary. Investigate complaints and inquiries related to EMS; oversee, recommend and coordinate corrective action. Develop and maintain positive communications and working relationships with other departments, divisions, and outside agencies and organizations; represent the Fire Department on all state and local EMS activities; research, prepare and present various reports and public presentations related to the City's EMS program. Assist in the testing, evaluation and selection of personnel; train all new paramedics and emergency medical technicians. Manage the City's Ambulance Franchise contract and monitor the performance of ambulance contractors operating within the City of Riverside. Participate in developing ongoing dispatcher training programs and curriculum for the Emergency Medical Dispatch program; facilitate Cardiopulmonary Resuscitation (CPR) training and other mandatory training as required for EMD dispatchers. Evaluate the knowledge and skills of Public Safety Dispatchers in the area of Emergency Medical Dispatch through observation, and by administering written and practical exams to ensure performance standards. Monitor Emergency Medical Dispatch Program operation and personnel for compliance with state and local laws and regulations; evaluate legislation which impacts the EMD programs. Review and evaluate emergency medical dispatch calls on a monthly basis for quality control purposes. Review, revise, recommend and implement new or existing policies, procedures and operating standards pertaining to dispatch center operations for the EMD program. Report non-compliant personnel to Public Safety Communications Manager and develop strategies to improve performance. Qualifications Recruitment Guidelines: OPTION I License: Possession of a valid license to practice as a Registered Nurse in the State of California. Experience: Two years of experience as a Registered Nurse in an acute care hospital setting, one year of which must have been in an emergency department. OPTION II Certificate: Possession of a certificate as an Emergency Medical Technician (Paramedic), and possession of an Advanced Cardiac Life Support certificate as defined by the American Heart Association. Experience: Four years of experience as an Emergency Medical Technician (Paramedic). Necessary Special Requirements: Possession of EMT Paramedic certification or California Registered Nurse Licensure. Investigates offender's home/work/social environments for circuit courts/Board of Probation and Parole; collects/verifies/evaluates data; incorporates into reports and records; assesses needs/risk levels to determine appropriate supervision strategies to ensure effective offender management/public safety; and submits reports thereof to designated legal authorities Contacts offenders in their homes, places of employment or confinement and counsels them regarding personal/adjustment problems; attends court to receive court assignments/make reports Assists in vocational/educational/social adjustment planning for assigned offenders; cooperates with public /private agencies and law enforcement agencies; investigates offender violations; takes appropriate action including issuance of a warrants Prepares statistical reports of activities; administers/observes breathalyzer/urinalysis testing; assists in special investigations/research projects/other activities; serves on committees/task forces within the Department and community; performs other related work as assigned; as employee becomes more experienced/demonstrates proficiency, levels of supervision become more general Possession of a valid vehicle operator’s license Successful completion of safety training including defensive tactics and the ability to re-qualify annually. Minimum Qualifications: Four or more years or more of vocational or higher level experience is required in social services, probation and parole, corrections casework or custody, guidance and counseling, education, psychology, sociology, mental health, substance use, law enforcement, or a closely related area; AND possession of a valid vehicle operator’s license. (Earned credit hour from an accredited college or university may substitute on a year-for-year basis for the required experience, at a rate of 30 credit hours for one year) All requested documents MUST be received by the closing date listed.
