DISTINGUISHING CHARACTERISTICS This is a journey level class in the Maintenance Technician series. Positions at this level are distinguished from other classes within the series by the level of responsibility assumed and the complexity of duties assigned. Employees perform the most difficult and responsible types of duties assigned to classes within this series including providing lead supervision to assigned staff, performing the more technical work of the unit, and providing administrative support to the assigned unit. Lead Maintenance Technicians differ from the Maintenance Technician I/II by having greater responsibility, autonomy, and discretion in planning and completing a wide variety of activities. Employees at this level are required to be fully trained in all procedures related to assigned area of responsibility. Key Responsibilities The following duties are typical for this classification. Verifies the work of assigned employees for accuracy, proper work methods, techniques, and compliance with applicable standards and specifications; ensures adherence to safe work practices and procedures. Oversees and participates in the operation of a variety of construction and maintenance equipment and hand and small power tools including loaders, bobcats, dump trucks, lawn mowers, pruners, chain saws, drills, sprayers, edgers, blowers, hedge trimmers, chippers, and shredders; maintains assigned equipment; performs preventive maintenance on equipment. Drives and operates vehicles and other motorized equipment on City streets and at off-road construction sites; performs maintenance and minor repairs of assigned equipment. Parks Maintenance Functions: Prepares soil for planting and transplanting. Plants, waters, cultivates, fertilizes, rakes, and cares for lawns and ground with hand tools and light power equipment. Oversees and participates in chemical application duties; stores, mixes, and sprays herbicides, fungicides, and pesticides; ensures proper application of all materials; performs all duties in compliance with City and mandated health and safety rules and regulations. Trims shrubs and hedges. Mows lawns, fields or street medians. Cleans and maintains rest rooms and park structures. Assists in installation and repair of irrigation systems, fencing and lighting. Sets up safety devices for trimming crew and may act as flag person. Operates a variety of vehicles and equipment such as water trucks, riding lawn mowers, tanker trucks and large trailers. Installs and repairs lawn sprinkler system, ball field fencing and pool facilities. Lines out ball fields. Operates a chipper, chain saw or tractor mower. Checks chlorine and pH levels and maintains pools. Street Maintenance Functions: Patches streets and assists in paving streets and alleys. Constructs and repairs curbs and gutters by excavating with pneumatic and hand tools, building forms, mixing, placing and finishing concrete. Places traffic control and warning signs and monitors traffic flow. Fabricates and installs street and traffic control signs. Paints street lines, crosswalks, and curbs using spray tank, street striper and brush. Places preformed plastic pavement markings and applies raised pavement markers. Cleans, maintains and stores painting equipment. Cleans storm drains, drainage ditches and culverts. Operates street sweeper. Performs tree trimming duties. Tree Maintenance Functions: Climbs trees using climbing equipment or works from bucket of an aerial lift truck boom to perform tree maintenance tasks, pruning, limb removal, or line clearing. Directs the work of the immediate support crew in a safe and effective manner. Operates all types of tree maintenance equipment such as aerial lift trucks, chainsaws, brush chippers, sprayers, stump grinders, or other tools and equipment. Keeps records of work performed, including damage to property. Assists in the training and supervision of lower level staff. Maintains tree maintenance equipment. Minimum Requirements Education/Training: Equivalent to the completion of the twelfth grade. Supplemental specialized training in area of concentration is highly desirable. Experience: Three years (full-time equivalent) of increasingly responsible maintenance and repair experience in assigned program area. License, Certificate or Other Requirements: Incumbents must possess a valid Class "C" California driver's license at the time of application. Designated positions require a Class "A" or Class "B" unrestricted commercial driver's license within six months of employment with the City. A Commercial driver's license with a tank endorsement is required of some positions. Certified Tree Worker Certificate (ISA) and Certified Line Clearance certificate is required within twelve months of appointment of some positions. ISA Arborist Certificate is required for some positions. First Aid and CPR certificates within twelve months of appointment are highly desirable. Incumbents must be willing to work mandatory overtime when required; may be required to work nights, weekends and holidays as required in emergency situations. Special Requirements: Safety regulations prohibit incumbents from wearing contact lenses when working with certain chemicals. The Park Maintenance Worker II is the journey level classification in the series. In addition to the Park Maintenance Worker I duties, the Park Maintenance Worker II assists in the training and supervision of maintenance and entrance station personnel and has a greater opportunity to exercise personal discretion and judgment in the performance of his/her duties. This position is subject to overtime, standby, weekend, holiday, and callback assignments. Works under supervision and performs related duties as assigned. The work schedule is full-time, 40 hours per week, and may include working weekends, holidays, and varying shifts. The Park Maintenance Worker I/II will be required to work outdoors and in adverse weather conditions, including high-heat temperatures. Unless otherwise provided, this position is part of the Classified Service of the County and is assigned to the Craft/Maintenance/Institutional bargaining unit for labor and relations purposes. Individuals who are in a full-time classification position are required to serve a twelve-month probationary period, which may be extended an additional six months, for a total of eighteen months. Part-time extra-help is a provisional classification where permanent status may not be obtained. Typical Tasks PARK MAINTENANCE WORKER I Mow, aerate, trim and edge turf areas, using power and hand tools and equipment; Rake, sweep and vacuum leaves, trimmings and clippings; Pick up trash and debris; Weed, cultivate, plant, fertilize and irrigate panted areas; Prune and trim trees, shrub and hedges; Clean restrooms, and other structures; Repair and paint tables, benches, fences, signs and structures; Maintain water lines and associated facilities, such as drinking fountains, irrigation and sprinkler systems; Patch and repair pathways and roads; Operate and service ground maintenance machinery and equipment; Clean and sharpen hand and power tools; Transport, load and unload supplies, equipment and machinery; Instruct temporary help in proper techniques of ground maintenance and related repairs; Collect and account for park fees; Operate a cash register; Assist visitors, answer questions concerning County parks, rules and regulations; Prepare written financial reports and records; Operate a short-wave radio; AND Operate a computer including word processing and email programs. Minimum Qualifications (Knowledge, Skills, Abilities, Education/Experience) KNOWLEDGE Proper methods of planting, cultivating and caring for hedges, trees, shrubs, lawns and flowers; Use and care of gardening materials, tools and equipment used in the maintenance and repair of parks and recreational facilities; Fundamentals of basic plumbing and carpentry work; AND Common safety practices and procedures. SKILLS/ABILITIES Perform ground maintenance and repair work; Operate power equipment and vehicles, such as tractors and attachments; Use and care for hand and power tools; Identify potential safety hazards; Understand and follow written and oral instructions; Perform heavy physical labor; Apply pesticides in accordance with State of California regulations; Instruct, direct and supervise the work of others; AND Prepare and maintain routine records and reports. PARK MAINTENANCE WORKER II Two (2) years of experience performing landscaping, skilled or semi-skilled maintenance work or other related duties; AND Obtain licensing or certification in one of the following areas: Class A or B drivers license, arborist, playground equipment safety inspector, backflow prevention device tester, pool operator, State Water Resource Control Board of California Grade 1 certification in: water distribution operator, or waste water treatment plant operator. Note: License/certification is dependent on departmental need. Employees who are unable to obtain the license/certification within 12 months of hire may have their probationary period extended up to an additional six (6) months.
