Under the immediate supervision of the Panhandle WMA Project Leader, this position is responsible for assisting with habitat management, infrastructure maintenance, equipment maintenance, groundskeeping, public use, and research at Matador Wildlife Management Area (WMA) within the Panhandle WMA Project. Work involves the collection of biological data and assisting with wildlife research projects as assigned. Senior Water Distribution Technicians are responsible for leading, overseeing, and participating in the more complex and difficult work of staff responsible for providing installation and maintenance services of water distribution systems. DISTINGUISHING CHARACTERISTICS The Senior Water Distribution Technician is the lead and advanced journey level in the series. The Department provides potable water to 121,000 customers through a highly complex system including multiple raw water sources, three treatment plants, a Sludge Dewatering Facility, 600 miles of distribution pipes, 8 pressure zones, 27 pump stations, and 37,000 service connections. Vallejo Water is a Treatment-5/Distribution-5 system. In 2017, Vallejo water services transitioned from a division of Public Works, to a standalone Water Department reporting directly to the City Manager. This change gives drinking water-related operations and issues greater visibility and strategic direction for the benefit of rate-payers. The Water Department's strategic goals include: infrastructure reliability, public trust, sustainability, organizational performance, and financial viability. The Water Department has six Divisions: Water Treatment, Engineering, Distribution, Watershed and Facilities Management, and Administration/Conservation. The City of Vallejo is seeking candidates for four Senior Water Distribution Technician positions, as collaborative members of the City's Water Department. Senior Water Distribution Technicians are responsible for leading, overseeing, and participating in the more complex and difficult work of staff responsible for providing installation and maintenance services of water distribution systems. While not required, specialized training in or welding experience is highly desirable. DISTINGUISHING CHARACTERISTICS The Senior Water Distribution Technician is the lead and advanced journey level in the series. It differs from Water Distribution Technician in that the Senior acts as the lead worker and performs duties and tasks that are the most complex and advanced in the water distribution maintenance field. The Senior Water Distribution Technician is distinguished from the Utility Supervisor in that the Senior only provides lead/direct supervision for the work performed on an assigned crew whereas the Supervisor is a full supervisory class responsible for the full range of direct supervisory responsibilities. SUPERVISION RECEIVED AND EXERCISED Receives general supervision from a higher level supervisory or management position. Exercises technical and functional direct supervision over lower-level water distribution staff. THE DEPARTMENT The Vallejo Water Department is a dynamic organization engaged in growth and positive change for the benefit of our customers and community. The Department provides potable water to 121,000 customers through a highly complex system including multiple raw water sources, three treatment plants, a Sludge Dewatering Facility, 600 miles of distribution pipes, 8 pressure zones, 27 pump stations, and 37,000 service connections. Vallejo Water is a Treatment-5/Distribution-5 system. In 2017, Vallejo water services transitioned from a division of Public Works, to a standalone Water Department reporting directly to the City Manager. This change gives drinking water-related operations and issues greater visibility and strategic direction for the benefit of rate-payers. The Water Department's strategic goals include: infrastructure reliability, public trust, sustainability, organizational performance, and financial viability. The Water Department has six Divisions: Water Treatment, Engineering, Distribution, Watershed and Facilities Management, and Administration/Conservation. Plan, direct, and participate in the installation, connection, maintenance, repair, relocation and testing of water mains, service lines, meters, valves, pumps, f, valves, fire services and hydrants, taps, backflow prevention devices and other associated water distribution facilities, including tanks and reservoirs. Cut and fit pipes, make water main taps, detect leaks and notify customers; certify backflow devices. Survey various areas of the water distribution system; locate and repair leaks in water distribution lines; check for potential hazards or contamination; take appropriate action as required. Estimate time, materials, and equipment required for jobs assigned; requisition materials as required. Train assigned employees in their area of work in maintenance and repair methods, techniques, and in the set-up and use of equipment. Operate construction equipment, power tools, and moderately heavy and light mechanical equipment including dump trucks, backhoe, wheel and track front-end loader, grader, paving machine, forklift, boom truck, compressors, jackhammer, tapping machine, wacker (compaction equipment), paint sprayers, sand-blasters, concrete saws, welding equipment and various other types of equipment; load, unload and operate pick-ups, trucks and truck-trailer combinations to transport maintenance supplies, materials, and equipment; maintain hand and power tools and assigned equipment; assign and/or perform preventative maintenance on equipment and tools as required. Assign the performance of preventative maintenance on equipment and tools as required. Perform heavy physical labor. Locate water-related infrastructure with electronic locating equipment. Perform welding on water mains and other equipment as required; perform welding in the cutting, repair and fabrication of equipment, tools, parts and fixtures. Complete all paperwork related to work orders, work performed, resources ordered/used, timesheets, training reports, safety reports, etc. Ensure the adherence to safe work policies and procedures; utilize proper safety precautions related to all work performed. Perform the full range of duties assigned in the assigned area of work. Oversee and verify the work of assigned employees for accuracy, proper work methods, techniques, and compliance with applicable standards and specifications and safety protocols. Participate in, respond to, and be available for emergency call-outs for periods of up to one week at a time. Respond to emergency call outs within one hour when assigned to standby duty. ESSENTIAL DUTIES AND RESPONSIBILITIES - Assist the Veterinarian with impounding, quarantining, and restraining animals; emergency treatment and care of injured or diseased animals, including external hemorrhage control; perform CPR, intubation, and first aid on animals as required. - Examine animals and make referrals to Veterinarian as needed; prepare animals and assist Veterinarian with surgery; apply casts or splints as necessary; staple or suture existing skin incisions. - Induce and monitor anesthesia using either injectable or inhalant anesthetics; perform euthanasia by injection, as directed; supply post-surgical and treatment information to the public; microchip animals. - Responsible for the control and use of euthanasia drugs, including Drug Enforcement Administration log maintenance; maintain inventory of medical supplies. - Perform dental care including prophylactic evaluations, cleanings, and uncomplicated tooth extractions, as directed. - Autoclaves and maintains all surgical packs; perform routine cleaning and general maintenance of medical equipment, facilities and caging; order medical supplies. - Communicate with animal owners regarding post-operative care and other medical conditions of their animals; assign and oversee medically related duties to volunteers and Animal Care Technicians; participate in community events involving Animal Care Services. - Enter data and produce computer generated reports relating to surgeries, treatment of shelter animals, and medical supply inventory; write memos and letters as necessary. - Assist the Veterinarian with the development of policies and guidelines pertaining to the care, medical treatment and medical screening of animals at the shelter, including euthanasia by injection, handling and restraint, vaccination and microchipping, and medical screening and provide training to Animal Care Staff in these areas as necessary. - Other related duties may also be performed; not all duties listed are necessarily performed by each individual. EXPERIENCE AND EDUCATION Any combination of education and experience that would provide the required knowledge and abilities is qualifying. The City of Vallejo's Fleet Division is seeking one Equipment Mechanic to help with minor and major mechanical repairs to gasoline and diesel powered automotive, heavy and light construction, and other power driven equipment as a collaborative member of the City's Public Works Department. The ideal candidate for Equipment Mechanic I will possess basic knowledge of preventative maintenance, suspension work, minor repairs of equipment and some formal training. While not required, experience with repair work on heavy equipment and possession of certificate of completion for relevant automotive services is highly desirable. Description The Fremont Police Department - Animal Services Division is recruiting for the position of Veterinarian. As of 2023, the department consists of over 300 staff, of which more than 200 are sworn personnel, and more than 100 are professional staff. Fremont Police Department was first established under the direction of Chief Richard E. Condon on July 1, 1958. At that time, it was staffed by one Lieutenant, three Sergeants, two investigators, one juvenile officer, 17 patrol officers, a secretary, and a clerk. By the end of 1958, there were a total of 25 officers serving a population of 29,000 people in the City of Fremont. In 1966, Fremont PD grew to 82 officers, serving a population of 88,000. The department continues to grow as demand for services increased. Today, Fremont Police Department is one of the most reputable police agencies in the State, serving the 4th largest city in the Bay Area. May supervise and direct the day-to-day activities of animal services staff, volunteers and others responsible for the medical management of impounded animals. Performs related duties as required. Class Characteristics The position is distinguished from Veterinary Technicians who are responsible for basic care of the animals in the shelter and who provide expert advice to citizens regarding the animals they wish to adopt, but do not have the knowledge, skill and training to perform surgery, provide diagnosis and prognosis of animal diseases, or the ability to prescribe drugs. Additionally, a Veterinary Technician cannot administer controlled substances or rabies vaccinations without the indirect supervision of a licensed veterinarian. Incumbents in this class may need to work weekends, holidays, nights and rotating shifts, and respond to emergency animal services assignments during off-duty hours. Essential Functions Performs high volume, high quality spay/neuter surgeries of shelter animals and owned animals including dogs, cats, and rabbits; may provide consultation and education to pet owners on spay/neuter procedures and explain possible complications. Determines the need for diagnostic procedures and medical treatments; provides high quality shelter medicine by performing physical exams, treatments, and surgical procedures on shelter animals. Monitors and evaluates the shelter population for behavioral conditions, specifically identifying animals for whom euthanasia is the best outcome due to safety or quality of life concerns. Create enrichment and behavior modification plans to lower the fear, anxiety and stress caused by life in the shelter. Administers injections to humanely euthanize animals in accordance with California State Law and Department guidelines and policies. Ensures the humane care of shelter animals and safeguards herd health by following the Association of Shelter Veterinarians’ guidelines for standards of care in animal shelters and evolving industry best practices. Provides expertise to Animal Control Officers for cruelty investigations or rescues where medical intervention is necessary; conducts necropsies when necessary for evidence collection; prepares written veterinary statements, and testifies in court as appropriate for animal welfare/cruelty cases. Effectively communicates the condition and status of animals with staff, public and animal groups. Advises staff on matters within the veterinary field. Trains appropriate staff in administering first aid and vaccinations to animals, the performance of euthanasia and other paramedical duties. Participates in vaccination clinics. Assists with emergency and disaster services. Ensures appropriate medication is administered by veterinary staff within clinical and statutory requirements, and supervises the use and security of controlled drugs. Implements and maintains medical record and drug use logs to established standards of veterinary and sheltering practices, ensuring that records are complete, accurate and compliant at all times. Maintains medical records for sheltered animals during rounds and collaborates with the shelter medical support team. Performs other duties of a similar nature or level. Minimum Qualifications Knowledge, Skills and Abilities Knowledge of: California state and federal animal health laws and regulations governing the care and humane euthanasia of animals; principles, practices and techniques of veterinary medicine and disease; medical treatment for a wide range of animals including domestic, livestock, wildlife and underage animals; safe work practices; Federal guidelines related to controlled substances; principles of lead supervision; written and oral communication techniques; public relations; conflict resolution techniques; common animal types and their normal characteristics and behaviors. Skill in: the development and implementation of goals, objectives, policies, procedures and work standards for staff; planning, scheduling, monitoring and evaluating the work of staff; prioritizing and assigning work; veterinary forensics; interacting effectively with staff, community groups and the general public; performing surgery on a variety of animal species; performing animal examinations; performing diagnostic and treatment procedures; preparing reports; making sound decisions in a manner consistent with the essential job functions; communication, interpersonal skills as applied to interaction with coworkers, supervisor, the general public and others. Ability to: examine, evaluate and treat shelter animals (primarily dogs and cats) in a professional and efficient manner; operate assigned medical equipment; make sound decisions, including prescribing medications and euthanasia of animals that are irremediably suffering from serious illness or severe injury; develop and implement methods to control and prevent the spread of diseases in a shelter; plan, design, supervise and train staff an volunteers in the paraprofessional treatment and humane care of animals; communicate effectively orally and in writing. Education/Experience Any combination of education and/or experience which has provided the knowledge, skills, and abilities necessary to satisfactory job performance would be qualifying. A typical way to obtain the required knowledge, skills and abilities would be: a Doctorate degree from an accredited college or university in Veterinary Medicine and two (2) years of experience in the diagnosis and treatment of animals in a clinical setting, private practice or animal shelter environment, including the performance of surgery. Licenses/Certificates/Special Requirements Incumbents in this classification require possession of a valid Class C California driver's license by the time of appointment and will be placed in a pull-notice program (must maintain a good driving record). Failure to possess or maintain the valid required license shall result in discipline up to and including termination of employment. Possession and maintenance of a valid license to practice Veterinary Medicine issued by the California Board of Examiners in Veterinary Medicine. Possession of a valid Drug Enforcement Administration (DEA) license for procuring drugs. Possession of the California Veterinary Medical Board premise permit.
