GENERAL DESCRIPTION OF POSITION Exercises a high degree of initiative, independence, professional expertise, and supervision. Forms and executes broad policy in the management, administration, and supervision of the City’s Engineering Department activities. Responsible for planning, developing and supervising professional engineering and administrative work for environmental, water, sewer, street, and other community development projects and programs ensuring technical competence and compliance with all current codes and criteria. Work is widely varied, involving analyzing and evaluating many complex and significant variables. City-wide policies, procedures, or precedents may be developed and/or recommended. Represents engineering matters to public, City Council, City Manager, and other departments. This is a department director level position. SUPERVISION RECEIVED Works independently with considerable latitude for discretion and judgment under the broad guidance and general supervision of the City Manager. Work is reviewed through conferences and reports relating to goals, objectives, and accomplishments to the City Manager on service delivery and planning. SUPERVISION EXERCISED Directly supervises Assistant City Engineers, City Surveyor and Administrative Assistants, provides management, direction and supervision over other managerial, professional and clerical/technician/paraprofessional personnel within the Engineering Department. Minimum Qualifications/Special Requirements DESIRED MINIMUM QUALIFICATIONS: Education and experience: Graduation from a four-year college or university with a degree in civil engineering or a closely related field; and Master’s degree in civil engineering or related field preferred. Considerable (minimum of 10 years) professional civil engineering experience, preferably with a public jurisdiction. Five (5) years of supervisory experience. Any equivalent combination of education and progressively responsible experience which provides the knowledge, skills and abilities necessary to perform the work. SPECIAL REQUIREMENTS Must possess a valid Arizona state driver license or have ability to obtain one prior to employment; Registration as a Professional Engineer (PE) in the State of Arizona. Coordinates the preparation of, or develops, engineering plans and specifications, coordinates required advertising for bids, reviews construction bids and makes necessary recommendations based on lowest and best bids, competency of vendors, contractors and consultants, and the selection criteria. Supervises and coordinates project management for the construction of the municipal public works projects. Oversees assigned projects to ensure contractor compliance with time and budget parameters for the project. Oversees the preparation of sanitary sewer, water, storm drainage, and street system maps, databases, and comprehensive plans. Maintains the engineering library and infrastructure records. Assures as-built records of projects and documents necessary changes for the operation and maintenance programs. Responds to public or other inquiries relative to engineering procedures on specific projects and other information. Maintains regular contact with consulting engineers, construction project engineers, city, county, state and federal agencies, professional and technical groups and the general public regarding department activities and ensures services and the City’s interests are fully represented. Oversees the evaluation of transportation and traffic impacts of development proposals, permits, rezones, plats, etc. Prepares traffic, utility and other studies and reports. Provides professional engineering and utility system operations advice to supervisors and other officials; makes private and public presentations to the City Council, boards, commissions, civic groups and the general public. Negotiates, coordinates and manages engineering consultant contracts. Coordinates with the Public Works Department in the development of traffic control, pavement management, water and sanitary sewer systems maintenance and operations and Geographic Information Systems (GIS). Serves as a member of various staff committees as assigned. Works with other departments to solve engineering issues; provides interpretations of policies and procedures. Analyzes impact of existing/proposed legislation and provides recommendations to management. Attends professional development workshops and conferences to keep abreast of trends and developments in the field of municipal engineering. Researches, develops and maintains technologies and information systems; researches and recommends system upgrades and replacements. Serves as member of the management team by making recommendations and providing technical expertise, providing input on city-wide issues, representing city policy to the public and conducting needs assessment and strategic planning. Provides advance administrative support to the City Council and City Manager in support of engineering and capital improvement project goals and objectives. Facilitates, leads, and/or participates in meetings, proceedings and committees; represents the department and city at meetings and conferences, and serves as a liaison between departments, external organizations, the general public and other agencies, makes presentations as needed. Regularly attends City Council meetings and work sessions; prepares Council agenda items relating to engineering and capital improvement projects; makes presentations for informational and decision making purposes. The Public Works Department is seeking to fill 1 full-time Division Manager vacanc y in the CIP/Airport Division. The current salary range for the Division Manager is $131,187.68 - $207,658.10. This salary range includes an approximate five percent (5%) ongoing non-pensionable compensation. Actual salary shall be determined by the final candidates' qualifications and experience. The Division Manager will report directly to the Deputy Director of Public Works and will manage a growing team of 13 skilled engineers, architects, and analysts. The successful candidate will be a registered professional engineer and/or architect. T he Division Manager is responsible for assisting in the planning, organizing, directing, and coordinating operational and administrative service functions within the Division , oversee ing total project management, from forecasting, planning, design, engineering, bidding, and construction management through to ribbon cuttings. They assist executive and senior management in formulating and implementing department policies and procedures. They are experienced in delivering capital projects from start to finish, are fast learners, nimble, diplomatic, and have demonstrated capability in working with multiple stakeholders. An in-depth knowledge of employing airport industry standard specifications, municipal codes, and engineering principles is desired. Identifying opportunities to streamline the project planning, design, and management processes will be a mark of their success. POSITION PURPOSE: Reporting to the Associate Vice President (AVP) for Capital & Facilities Management Services (CFMS), the Senior Director for Capital Planning, Design, and Construction (CPDC) is responsible for the overall leadership and direction of Capital Planning, Design, and Construction department and the campus major and minor capital program administration. This includes providing strong leadership and strategic direction in serving as the university’s Construction Administrator, leading the department of CPDC, assisting the AVP in developing and supporting the Multi-Year Plan of the California State University (CSU), and ensuring accountabilities for all major and minor capital projects. The Senior Director is responsible for providing strong leadership for the Capital Planning, Design, and Construction department, both internal and as contracted with external vendors. DUTIES & RESPONSIBILITIES: Major and Minor Capital Program Management Provides overall leadership and oversight for the Capital Planning, Design, and Construction department. Administers and leads all campus major and minor capital programs including new construction and renovation projects, managing the CPDC projects and related activities from concept to finish, and ensuring projects are completed in accordance with appropriate standards, on-time and within budget. Prepares Request for Qualifications/Request for Proposals (RFP/RFQ) for consulting services and selects the best delivery method to get the project done efficiently and cost effectively. Oversees and provides guidance to CPDC staff on collaboration with architects, engineers, University personnel, contractors and inspectors during the bidding and construction phases for new facilities, infrastructure improvements and capital renewal projects to oversee successful project management of project scopes, schedules, and budgets. Ensures CPDC projects and services to ensure compliance with the policies of the CSU and the regulations of the State of California. Assists the AVP with development and implementation of the University’s five-year capital outlay program and the annual minor capital outlay program. Serves as the principal advisor to the AVP of CFMS on all university CPDC projects and services. Communicates regularly with AVP on all projects’ status, challenges, or issues. Prepares recommendations for the appointment of the university's consulting architects, engineers, and landscape architects on an annual basis. Coordinates campus planning efforts to develop and maintain the University’s Multi-Year Plan, including evaluating alignment of financial sources to capital planning goals. Plans, develops, and oversees the maintenance of a data-based approach for integrating deferred maintenance and infrastructure requirements. Develops up-to-date capital program reporting, including approved budget, funding sources, actual to budget variance analysis, and related activities and reporting to ensure all capital projects are completed on time and on budget. Directs and oversees organizational improvement initiatives through appropriate application of current methods and strategic tools such as benchmarking, business best practices, industry trend analyses, customer and peer research, operational analyses, and best practices. Conducts organizational reviews to identify strengths, weaknesses, and opportunities to evaluate and improve the quality and operational effectiveness of CPDC. Responsible to ensure that capital projects (major and minor) are managed in an efficient and cost-effective manner. Serves as the University’s Capital Project Administrator to oversee the management of all major and minor capital project changes, including coordinating with the CSU and University Building Officials. Strategic Planning & Leadership Evaluates, recommends, creates, implements, coordinates, and monitors the long-term and short-term CPDC strategic plan. Ensures the CPDC annual goals and strategic plan aligns with the University’s Strategic Plan. The CPDC strategic plan includes the Campus Master Plan, Space Management Plan, Utilities Master Plan, Sustainability Plan, and Infrastructure Renewal Plan. The Position
The Director of Water Utilities directs the Water Utilities Department through effective planning, staff management, and resource allocation; ensures the Water Utilities Department services are provided in alignment with the City's strategic objectives, and in compliance with state and Federal regulations.
Duties, Functions and Responsibilities
Plans, organizes, directs and evaluates Water Utilities Department programs, staff and operations, including customer service, water treatment, production, maintenance, laboratory, distribution, conservation, collection, reclamation and special projects; monitors Department operations to identify and resolve problems.

Education and Experience
Qualified candidates will have a minimum of five years’ work experience in public sector utilities and civil engineering; a Bachelor's degree in Engineering, or Business Administration is preferred; an equivalent combination of education, training and experience will be considered.
Certifications and Licenses
Licensed as a Professional Engineer with Texas Board of Professional Engineers is preferred
Must possess a valid Texas Driver License with a good driving record. Applicants with an out-of-state driver license must provide an original certified driving record from the state of driving.
Residency Requirement
The Director of Water Utilities must establish residency within 30 minutes of San Angelo to report in case of emergencies.
Ideal Candidate
We are seeking a strategic leader with a robust background in water and wastewater operations. The ideal candidate should demonstrate a deep understanding of the laws, regulations, and standards related to civil engineering construction projects, Texas water rights, groundwater, and public water systems. They should also be well-versed in the principles of design, construction, and maintenance of public works projects, as well as best practices for water and wastewater facilities and equipment maintenance and repair.
The ideal candidate will have a proven track record in developing and implementing procedures for the cost-effective management of allocated resources, and possess the knowledge and experience necessary to effectively manage current operations while proactively preparing for future needs.
Building and maintaining partnerships will be critical for success in this role. The ideal candidate should have experience working closely with the City Manager, Council, department heads, officials, and representatives from other local, state, and federal agencies, as well as engaging with the community to ensure alignment and support for a common vision.
Strategic leadership is paramount, and the ideal candidate should demonstrate competence, professionalism, energy, and integrity. Strong verbal and written communication skills, along with a proven ability to collaborate effectively, solve problems, and foster team building, will be essential. Salary
The City of San Angelo is offering a starting salary of $140,000 to $180,000, depending on qualifications, education, and experience. In addition to a competitive salary, the City offers a comprehensive benefits package, that includes health insurance, a robust wellness program, and a slate of paid holidays. The City participates in the Texas Municipal Retirement System at an employee contribution rate of 7% with a City matching ratio of 2:1. Water Conservation — promotes efficient use of SanAngelo’s public water supply to conserve and preserve the community’s most precious natural resource through public education campaigns, public speaking events, facility tours, and more.
Water Distribution and Wastewater Collection — responsible for installing and maintaining approximately1,400 miles of water and sewer mains and appurtenances in the city, as well as installing new services.

The Position
The Director of Water Utilities directs the Water Utilities Department through effective planning, staff management, and resource allocation; ensures the Water Utilities Department services are provided in alignment with the City's strategic objectives, and in compliance with state and Federal regulations.
Duties, Functions and Responsibilities
Plans, organizes, directs and evaluates Water Utilities Department programs, staff and operations, including customer service, water treatment, production, maintenance, laboratory, distribution, conservation, collection, reclamation and special projects; monitors Department operations to identify and resolve problems.

Salary
The City of San Angelo is offering a starting salary of $140,000 to $180,000, depending on qualifications, education, and experience.
