The Department of Public Works is seeking Equipment Operators to work on a seasonal basis as needed throughout the year. These are extra-help/recurrent positions and will be filled temporarily for approximately six (6) months. Positions will work as Storm Equipment Operators in addition to assisting with other public works projects as needed and may be required to assist in snow removal operations. Hours will vary depending on the needs of the department and weather conditions; additionally, there is no guarantee of minimum hours, and employees will be expected to work over-time, if needed. This position is specifically for our desert yards which are in the following areas: Baldy Mesa, Barstow, Apple Valley, Joshua Tree, 29 Palms, Needles, Big River, and Trona. Duties include but are not limited to the following: Operates on a regular basis medium to heavy construction equipment in a variety of construction work in various types of terrain and weather conditions. May be temporarily assigned to operate heavy equipment and perform duties normally assigned to a higher level. Performs minor repairs and preventive maintenance. Prepares and maintain simple records of time worked and equipment used. Performs storm duties such as snow removal, storm patrols, cleans debris from ditches, culverts, drains, roadways, and erosion repair. Performs routine road maintenance duties, such as pothole patching, asphalt repairs, sign maintenance, vegetation maintenance, concrete repairs, traffic control, and various manual labor tasks as needed to meet the needs of the departments. This position will be required to work various shifts as needed for storm response, including days, nights, weekends, holidays and extended shifts. CONDITIONS OF EMPLOYMENT License: Must have a valid Class C Driver License at time of application and a class A or B learners permit at time of hire. Must possess and maintain a valid California Class B (or higher) Driver License with a tanker endorsement AND no restrictions for air brakes and manual transmission within 120 days of hire or be terminated. Some positions may require a valid California Class A driver license with appropriate endorsements/restrictions. The DOT mandates random drug testing of all employees in jobs requiring a Class B or higher driver license. Background: Incumbent must successfully complete a background check prior to appointment. Incumbents perform a variety of skilled maintenance and repair work on County light and heavy power driven equipment and busses. Employees who successfully complete the Heavy Equipment Operator Apprenticeship Program will advance to the Heavy Equipment Mechanic II level without further competition. Minimum Qualifications Training and Experience: Any combination of training and experience which would likely provide the required knowledge and abilities is qualifying. This recruitment will establish an employment list to fill current and any future vacancies within Tulare County Resource Management Agency. The anticipated life of the employment list is six months. Current vacancy is with the Resource Management Agency (RMA) located at Visalia Road Yard . Typical Duties Perform concrete work such as setting forms, laying, finishing, and repairing concrete; construct curb, gutter, and sidewalk, manholes, wingwalls and ADA ramps; repair damaged culverts, bridges and wingwalls; operate light trucks in pickup and delivery of equipment; work with the Road crew to perform road related maintenance work; act as traffic flagman; keep project site clean and safe at all times; perform signing of area for traffic control and site safety. Work may consist of repairing and placing concrete to include (ADA ramps, sidewalks, curb and gutter, etc.) but not limited to, setting forms, mixing concrete, wheeling and pouring concrete, screeding concrete to a level plane and troweling, grooving and edging the surface, and installing truncated domes; may operate construction and maintenance equipment and attachments which may include dump truck and loader, water truck, skid steer, trailers or similar equipment used in preparation for concrete placement and general road maintenance; may do hauling, loading, cutting, leveling and packing of fill dirt in preparation for concrete and asphaltic materials; may read blueprints and plans; may assist in establishing and setting grades for concrete form installation; may assist others in road maintenance work as assigned; may do routine service work on assigned piece of equipment, make minor adjustments and assist in repair; may keep simple time, materials and equipment maintenance records; follow safety rules and regulations; may supervise and instruct a labor crew in simple concrete work. Employment Standards Education: Equivalent to completion of the twelfth (12th) grade. Knowledge of: Proper use of concrete hand and power tools; basic math sufficient to keep time, operating and servicing records; ADA accessibility requirements for concrete work; operating characteristics of gasoline and diesel powered equipment; operating procedures, materials and safety measures encountered in concrete, road building and maintenance; equipment service requirements. Skill/Ability to: Work and communicate effectively with people of various education and socioeconomic backgrounds by respecting beliefs, interpersonal styles and behaviors of both clients and co-workers; operate contemporary office equipment inclusive of computer, keyboard, and all applicable electronic equipment; operate one or more pieces of construction equipment; carry out oral and written job assignments; read and understand operator and service manuals; set grades, forms, lay, finish and repair concrete; inspect, service and make minor adjustments on equipment; work cooperatively with other operators and maintenance personnel; service equipment and keeping service records. License or Certificate: Attain a “Class “A” driver’s license with no restrictions and a tanker endorsement two (2) weeks prior to the expiration of the one- year probationary period.
