HEALTH CARE AGENCY Health Care Agency Accounting is part of the Satellite Operations Division of the Auditor-Controller Department that is responsible for providing accounting support services to the Orange County Health Care Agency (HCA) Department. THE OPPORTUNITY The Sr. Medical Billing Specialist (Sr. MBS) is responsible for reviewing electronically posted Medicare 835s and/or Third Party Remittance Advice to ensure accuracy of payment posted amounts. The Sr. MBS reviews overpayments to determine if refund to the client or health plan is appropriate, gathering necessary documentation. The Sr. MBS may process and submit claims/bills to Medicare, third-party health plans and clients for services provided by HCA, in compliance with state/federal regulations. The Sr. MBS communicates with culturally diverse clients in resolving past due accounts for mental health and substance use disorder services. Collaborates with HCA program employees in the recalculation of annual fees (Universal Method of Determining Ability to Pay - UMDAP) due to a change in the financial position of a client. Reconciles client accounts to accurately reflect the correct balance due once the UMDAP has been determined. Prepares supporting documents for small claims court. May act as a representative in small claims court on behalf of Orange County Health Care Agency, answering questions presented by the judge or negotiates a settlement with the client, prior to the hearing. The Sr. Medical Billing Specialist will perform claims follow up duties; researching claims not paid or underpaid claims, taking actions necessary. MINIMUM QUALIFICATIONS AND CORE COMPETENCIES One year of experience as a Medical Billing Specialist with the County of Orange. Reviews Capital projects for general engineering design criteria; makes recommendations and assigns revisions when required. Leads the coordination of activities between the various entities on the construction site including public and private utilities; contractors; other divisions in Public Works and departments in the County; privately contracted work; other agencies; the residents living near the site; and the general public passing through. Leads the collaboration with other County staff to respond to the general public to answer technical questions related to the improvements within the right of way; and permit requirements and any construction questions. Performing safety inspections of site and surrounding areas. Supports and/or leads various pre-construction and/or design activities such as coordination of utility meetings and coordination of utility potholing. Assists in coordinating quality control and constructability reviews of County projects and compiles project comments. Other Job Duties : Perform other related duties as requested.
